1 <br />1 <br />Council Meeting <br />September 26, 1983 <br />CONDITIONAL USE PERMIT - BOE <br />109 <br />This concerns a propsoed building in the Lino Industrial Park. Planning <br />and Zonig had recommended approval of this permit with the following <br />stipulations - 1) since the State has denied acces to this lot from <br />Lilac, the developer msut put Industrial Boulevard in for the lenght of <br />the lot; 2) no accessory building; 3) landscaping must be compelted in <br />one year from the issuance of the permit; 4) driveway and parking lot must <br />be of cement, asphalt or water sealed surface approved by City Engineer. <br />Mr. Kluegel noted that the conditional use permit is requied because of <br />the on -site septic system. The propsoed usage conforms iwth the Land Use <br />Plan. <br />There was discussion on various facets of this matter of the street - with <br />Mr. Marier moved to ask Mr. Schilling to present a contract for the <br />completion of that portion of the street along with future plans for the <br />completion of Industrail Boulevard. Seconded by Mr. Kulaszewicz. <br />Motion carried unanimously. <br />Mr. Kulaszewicz moved to approve the building and site plan per the P &Z <br />recomemndations. Seconded by Mr. Marier. Motion carried uannimously. <br />FILLING IN FLOOD PLAIN AREA - RANSON <br />Mr. Kluegel noted this is an after - the -fact permit issued by the Corps <br />of Engineers. Mr. Hanson had hauled in the fill and then applied for the <br />permit. The Corps of Enigneers and issued the permit with stipulations. <br />Planning and Zoning had recommended approval of this permit with the <br />stipulations as listed by the Army Corps of Engineers. <br />Mr. Marier moved to approave this permit per the Army Corps of Engineers <br />stipulations. Seconded by MR. Kulaszewicz. Motion carried unanimously. <br />Mrs. Elsenpeter moved to remove Agenda Item #9 from the table for discussion. <br />Mr. Hawkins reported that the net interest per the Hugo State Bank was <br />$47,600; Juran & Moody - $47,510. Mr. Hawkins noted there had been a mistake <br />in the bank's effective interest rates and Juran & Moody is the low bidder. <br />However, sicen additional costs will be incurred in the form of a Bond <br />Counsel's pZonion, the printing of the bonds, etc., thus making the <br />overall costs more, Juran & Moody withdrew their bid. Mr. Farhnam wished <br />to make a statement to the Council. <br />Mr. Farhnam noted that the net interest costs are only $90.00 apart but <br />with the extra costs involved in the printing of the bonds, the registration <br />cost, etc., would cost the City approximately $3200.00. Since it is <br />not the intentions of the firm to cost the City money, they will withdraw <br />their bid and hope that in the future they will be given the opportunity <br />to serve the City. <br />Mrs.Elsenpeter moved to accept the bid from the First State Bank of Hugo, <br />Seconded by Mr. Kulaszeiwcz. Motion carried unanimously. <br />PUBLIC HEARING - AT &T TOWER <br />Mayor Benson opened the public hearing at 8:27 P.M. <br />
