167 <br />January 23, 1984 <br />WHEREAS, on January 14, 1984, the Fire Study Committee met with <br />elected officials from Centerville, Circle Pines, and Lino <br />Lakes to discuss the future of the Fire District, and <br />WHEREAS, one purpose of the meeting was to receive input concerning <br />the draft joint powers agreement and the future direction <br />of such. <br />NOW THEREFORE BE IT RESOLVED, that: <br />1. The Lino Lakes City Council hereby supports and <br />wholeheartedly endorses the concept and creation <br />of the Fire District between the Cities of Centerville, <br />Circle Pines, and Lino Lakes. <br />2. The Lino Lakes City Council understands that the <br />proposed joint powers agreement is only a draft <br />and the areas of voting powers, initial contribution, <br />and financial formulas must still be refined in order <br />to make the District acceptable to all communities <br />involved. <br />Adopted by the Lino Lakes City Council this 23rd day of January, 1984. <br />Benjami <br />Edna L. Sarner, City Clerk <br />son, Mayor <br />Mr. Marier moved to adopt the foregoing Resolution, Seconded by Mr. <br />Reinert. Motion carried unanimously. <br />Mr. Reinert felt that the Mayor should be complimented for the stand he <br />has taken on this issue and the action that have been taken in making <br />this effort on this District a viable thing. <br />Mr. Hawkins had some comments on the voting powers, but allowing a <br />veto power - all budgetary items must be approve unanimously. <br />Mayor Benson suggested a seven man panel with the seventh person being <br />from outside the area, and being used to break a tie. <br />Mr. Reinert suggested a clause that this Joint Powers Agreement should <br />be reviewed annually to allow changes to be made, if necessary. <br />Mayor Benson said one of the items discussed was the initial contributions <br />to the District. The generally expection was that the City of Lino Lakes <br />would construct a building and that would be this City's contribution <br />to the District. <br />The time frame for the construction of this building was discussed and <br />Mr. Hawkins felt that this Joint Powers Agreement sets a date for the <br />construction of this building and Mr. Hawkins said he would advise the <br />Council against setting a definite date for this construction. <br />
