February 13, 1984 <br />179 <br />Marier moved to draw up the draft establishing a street light policy. <br />He felt that if the current draft is used there will have to be some <br />ambiguous numbers filled in, such as the numbers of cars. He would like <br />to take a firm stand as to what this City is going to do rather than <br />jsut some numbers. <br />Mayor Benson asked Mr. Marier if he is asking the City to put numbers <br />in the draft or are you saying that numbers might not be the criteria <br />that you want. Mr. Marier felt there were other safety aspects to be <br />considered. Just cause is a pretty good word as far as safety goes, <br />he is not interested in number of cars driving the road, if the necessity <br />is there, this should be viewed. The factors should be the actual <br />need as far as the obstruction of view during driving and also the <br />safety of the pedestrians in the area. <br />Mayor Benson asked Mr. Kluegel if there is a street lighting policy <br />for all future plats. Mr. Kluegel said, yes, this policy will only <br />deal with previous plats or areas already established. Mayor Benson <br />asked if Planning and Zoning should look at this draft. Mr. Kluegel <br />felt they should review it. <br />Mr. Marier added to his motion that the draft be presented to the Planning <br />and Zoning Board for their input into the draft and then forward to the <br />Council along with the legal advice of the City Attorney. Mr. Bohjanen <br />seconded the motion with the reservation that every aspect that could <br />cause problems such as curves and obstacles be looked at. Motion <br />carried unanimouslyl.. <br />Mayor Benson asked Mr. Kluegel and Mrs. Anderson to convey to the <br />Planning and Zoning Board that the Council is not as concerned about the <br />traffic as they are about indivudual situations. <br />OLD BUSINESS <br />Shoreview Utilties - Mayor Benson noted that some time back the City <br />had received a request from Shoreview to look into utilities along <br />County Road J (Ash Street) the possibility of looping utilities to : <br />make it efficient for all residents who live in that area, both in <br />Shoreview and Lino Lakes. The City has tried to contact the fourteen <br />houseowners in that area by letter and telephone. Ten households have <br />been contacted at this point, nine are interested, one is not. At <br />this point the City is not really aware if anything further is going to <br />happen. The City Administrator recommended to put the ball back into <br />Shoreviews court and have them tell us now what their plans or thoughts <br />are before this City can give nay further information to our residents. <br />Mr. Marier suggested that the City send Shoreview a letter indicating <br />the interest the area residents have at this time. However, he felt <br />it should be noted that if an individual does not want to hook up he <br />does not have to pay that charge. If he does wnat to hookup at a later <br />date there will be this expense. Further, this letter should ask <br />Shoreview what their intent and time frame is for proceeding with this <br />project. <br />Mayor Benson directed the Clerk to write a letter to Shoreview indicat- <br />ing the City's interest in the utility and also the position of the <br />City at this point. <br />
