180 <br />February 13, 1984 <br />Letters for Police Commission Appointments - Mayor Benson has received <br />two letters and Mr. Marier has talked to several people regarding the <br />Police Commission appointment. He suggested a list be prepared in <br />advance of the next Council meeting so that all candidates not only <br />those who have been recommended but have expressed interest in this <br />Task Force so that a Task Force can be appointed. He also asked each <br />Council member to express to the City Administrator their ideas, their <br />thoughts as to what this Task Force should be doing or should be look- <br />ing into the next several months. Then possibly at the next ouncil <br />meeting the Task Force can be appointed and also give them their charge. <br />M:. Marier felt that this :should go forward tonight and not delay this <br />any longer. He has a committee of nine people who are interested in <br />serving as a Task Force, not a Commission, for input to the Commission <br />as how they should proceed. He felt the Council should have some <br />direction for the Task Force. Mr. Marier named the people on his list <br />and asked the Council to act on it tonight. The prospective members <br />are; Kaye Murphy, Jeanne Goldade, Gene Blomquist, Charles McK nna, <br />member of the ST. Paul Police Department Dr. Grudem, Associated with <br />the Crime Bureau, Ken Carpenter, a businessman from Centerville, Dave <br />Zerwas and Vic Poyer, Lino Lakes patrolmen , and Jan Apitz. Mr. Marier <br />moved to accept these nine people as members of the Task Force. <br />Mr. Kulaszewicz seconded the motion. <br />Mr.Bohjanen noted that this is just a Task Force and not a Commission. <br />The Council agreed. He felt this actions takes away from what the Mayor <br />has said and the Council has not had any chance to give any input <br />as to the committee selection, it was selected by one individual. <br />Mayor Benson asked if the Police officers are servin as one. Mr. <br />Marier said, No, that the officers felt there would be no conflict with <br />their work schedules. Mayor Benson noted that there were thirteen members <br />of the Planning and zoning Task Force, and asked Mr. Marier if he had <br />any objections to looking at the other two letters that have bee <br />received? Mr. Marier said they have asked to be on the Commission, <br />not the Task Force. Mr. Kulaszewicz asked Mayor Benson if he felt the <br />larger commission was the way to go. Mayor Benson said he was in favor <br />of smaller groups b t he noted that Planning and Zoning Task Force had <br />thirteen members but at any one meeting there was only about seven <br />members present. Mr. Marier stated that if this becomes a problem, <br />the Council could add to the Task Force then. Myor Bensons felt this <br />would be difficult for new members. <br />Mayor Benson wanted to be sure that all the prospective members knew <br />that this will be a time consuming project and it may require as many <br />as two meetings a month, they might be visiting other communities as <br />well as have other individuals or departments in to coach them or give <br />other viewpoints. He did not want to jeopardize the success of this <br />committee by moving too swiftly, although he believes the Council has <br />dragged their heels long enough. If Mr. Marier has visited with each <br />prospective member at length. it does represent a fair committee, al- <br />though he would like to see a couple more members if possible. <br />Mayor Benson recognized Mr. Al Ross in the audience. He told the <br />Council about the past Police commission and he felt they worked very <br />effectively and that the commission numbered about eight. <br />Mayor Benson called for the question. On the vote, all voted in favor <br />except Mr. Bohjanen voted Nay. Motion carried. <br />1 <br />
