209
April 9, 1984
Mr. Schumacher reported there is a meeting on Wednesday, April 10,
in the Governor's office with the people who propose this system.
Mayor Benson asked how this would affect the City of Circle Pines and Mr.
Gibas said he felt Circle Pines would loose somewhere between $16,000.00
and $30,000.00 per year.
These loss figures ill be discussed at the scheduled meeting. Mayor
Benson asked if there is not an installation charge and Mr. Gibas said
the State will only receive 50% of the so- called savings and the firm
installing the system would receive 50%.
Mr. Marier asked what happens to the ash? how much traffic generated
by the hauling of the chips? What about the pollution from burning wood
chips? There seems to be a number of unanswered questions.
Mr. Reinert asked if the Legislators from this area have been notified
to be at this meeting to support the Cities? He felt this should be
done.
The meeting is scheduled for April 10, 1984 at 9:00 A.M. in the Governor's
office. Mr. Gibas pointed out this meeting had just been set on this
day. Mr. Gibas, Mr. Rapp, Mr. Schumacher will be attending this meeting
and it was felt that any Council member who could, should benpresent.
OLD BUSINESS
Mr. Schumacher had provided the Council Members with the Recommendatons
of the Ways & Means Committee for salary adjustments for the salaried
and non -union employees. All recommendations have been approved with the
exception of the City Administrator's salary.
The Ways & Means Crmittee had prepared a number of items to be completed
by the Administrator during the 1984 fiscal year. Mr. Schumacher went
through the items briefly.
Mr. Marier moved to approve the Ways & Means recommendation for the
Administrator's salary adjustment, retroactive to January 1, 1984.
Seconded by Mr. Reinert. Motion carried unanimously.
UPDATE ON JOINT MUNICIPAL BILL, Mr. Schumacher presented the legislative
action that has been taken on this bill to this date.
Mayor Benson asked about the investments - shouldn't there be a quarterly
report on this? Mr. Schumacher said the new interest rate has just been
received and there will be a report.
Mayor Benson noted he had also received information from the County on
the Economic Development Committee. Mr. Schumacher said he was working
with Mrs. Langfeld on that project.
NEW BUSINESS
Mayor Beson had received a letter from the Governor's office asking for
input as the Chairman of the Metro Council. This will need to be pre-
sented within the next couple of days.
