040 , <br />COUNCIL MEETING <br />October 22, 1984 <br />Page Five <br />ATTORNEY 'S-- - REPORT <br />VFW Request for Second Gambling Permit - The VFW has applied for a <br />second gambling permit because of state regulations that will be <br />effective 3/1/85 pertaining to gambling devices and restrictions. <br />All licensing and gambling permits will be issued by the state <br />and not the City after that date. The VFW would like the second <br />permit because each permit is restricted to $35,000 of earnings <br />each year. As the statutes now read, Mr. Hawkins does not see <br />that a second permit would be of benefit for the VFW. <br />Mr. Doug Means from the VFW was in the audience and said he under- <br />stands that the state will continue all licenses in effect as of <br />February 28, 1985. If there are two licenses, they can earn <br />twice as much. <br />Mr. Hank Speiser of the VFW was more familiar with this situation, <br />but could not attend tonight. <br />The Council asked Mr. Hawkins to check this with the state and other <br />VFW organizations and bring this back to the Council at their next <br />meeting as well as ask Mr. Speiser to attend with any information <br />he can supply. <br />Mr. Bohjanen moved to table this item until the next Council meeting. <br />Mr. Kulaszewicz seconded themotin: Motion declared passed. <br />1 <br />DISCUSSION OF WARNING AND COMMUNICATIONS SYSTEM FOR CIVIL DEFENSE - <br />CHARLES CAPE <br />Mr. Kulaszewicz moved to table until the next Council meeting. <br />Mr. Bohjanen seconded the motion. Motion declared passed. <br />NEW BUSINESS <br />A. Consideration of Letter from Circle Pines Concerning Utilities <br />Commission Representative - <br />The Council has received a letter from Mayor Dahl of Circle Pines <br />regarding Lino Lakes' request for representation on the Circle <br />Pines Utilities Commission. He explained he asked Senator Greg <br />Dahl to draft legislation that will allow their commission to <br />expand from three to five members. Mr. Schumacher explained this <br />commission regulates the sewer and water utilities as well as <br />the gas utility and Circle Pines feels it does not want Lino Lakes <br />to have a voice in the operation of any utility but the gas utility. <br />Mr. Bohjanen suggested Circle Pines form a Gas Utility Commission <br />separate from the sewer and water commission. Mayor Benson sug- <br />gested at the time the gas contract is renewed or rewritten a <br />whole new commission be formed for the gas utility only. <br />1 <br />
