1 <br />1 <br />1 <br />Page Three RESOLUTION # 35 - 84 <br />RESOLUTION ESTABLISHING STREET LIGHTING POLICY <br />COUNCIL MEETING <br />December 10, 1984 <br />WHEREAS, The LEAA Street Lighting Projects Report states: <br />"Well lit streets may reduce the fear of crime, but <br />there is no statistically significant evidence that <br />street lighting reduces crime itself," and <br />WHEREAS, the majority of vehicular accidents occur during the <br />daylight hours, and <br />WHEREAS, accident rates show only a modest decrease with inter- <br />section righting; <br />067 <br />NOW THEREFORE BE IT RESOLVED, by the City Council of the City of <br />Lino Lakes, Anoka County, Minnesota, that the following policy <br />be adopted, recognizing that unusual conditions or circumstances <br />may require exceptions: <br />1. Street lighting will not be provided at City expense for crime <br />prevention in residential areas since it is of no proven <br />usefulness. <br />2. Street lighting at intersections may be provided if the follow- <br />ing criteria are generally met: <br />a) A Lino Lakes street or private road that intersects a <br />county or state road. <br />b) An intersection of two Lino Lakes streets or a private <br />road. <br />c) Intersections and crosswalks of distinctly unusual visual <br />vehicular problems. <br />3. Street lighting may also be used where there are distinctly <br />unusual safety problems, such as sharp curves, difficult to <br />anticipate topographical consideration or other particularly <br />dangerous physical problems which would be clearly mitigated <br />by lighting. <br />4. Cul -de -sacs and dead -end streets over 300 feet in length should <br />be provided a street light at the end of such sul -de -sac or <br />street. <br />5. Applications are to be reviewed by the Superintendent of Public <br />Works and the City Engineer. <br />Passed by the Lino Lakes City Council this ' /6" day of <br />1984.. <br />ATTEST: <br />Marilyn G.
