Page Four <br />ENGINEER'S REPORT <br />There was no engineer's report. <br />COUNCIL MEETING <br />December 10, 1984 <br />CONSIDERATION OF FIRST AMENDMENT TO JOINT POWERS AGREEMENT - <br />CENTENNIAL FIRE DISTRICT <br />Mr. Hawkins and Mr. Schumacher had met with the Circle Pines <br />City Administrator and the Circle Pines City Attorney to establish <br />three amendments to be incorporated into the joint powers agreement. <br />Mr. Hawkins explained the sections changed in the original agreement: <br />1. The 1985 depreciation of a member municipality may be <br />deferred until 1986 at the option of the municipality, <br />however, the deferred depreciation shall include interest <br />of 9% from the date the payment was due. This deferred <br />payment shall be in addition to the regular depreciation <br />expense payment due by the municipality in 1986. <br />2. When a municipality who has contributed equipment to the <br />district withdraws before the district is dissolved, the <br />withdrawing municipality must reimburse the contributing <br />municipalities 25% of the depreciation expense paid by <br />them. <br />3. When the district comes to an end and is not renewed, <br />a municipality shall be reimbursed 15% of all depreciation <br />expense paid by them for such equipment. <br />Mr. Hawkins also noted that other revisions may have to be made <br />to this agreement that have not already been covered, particularly <br />the amount of the depreciation. <br />Mr. Kulaszewicz moved to approve the First Amendment to the Joint <br />• Powers Agreement. Mr. Bohjanen secondeithe motion. Motion carried <br />unanimously. <br />ATTORNEY'S REPORT <br />Lion's Club Bingo Request - Mr. Hawkins said the request appears <br />to be in order and recommended approval. Mr. Kulaszewicz moved <br />to approve the Lion's Club request for a bingo license. Mr. <br />Marier seconded the motion. Motion carried unanimously. <br />CONSIDERATION OF A PROPOSED HIRING SCHEDULE AND PROCEDURE FOR <br />THE CHIEF OF POLICE <br />Mr. Schumacher read a memorandum he has prepared for the Council. <br />He said he had been waiting for cost estimates which he has still <br />not received. <br />1 <br />1 <br />
