1 <br />1 <br />1 <br />COUNCIL MEETING <br />Page Five December 10, 1984 <br />Mr. Reinert asked why the ad appeared in the Minneapolis paper <br />and not the St. Paul paper. Mr. Schumacher felt there would <br />be ample coverage from the Minneapolis paper. Mr. Reinert felt <br />a certain potential had been missed. Mayor Benson asked if the <br />ad would appear in the outstate papers. Mr. Schumacher said <br />yes. <br />Mayor Benson questioned the requirements, who set up the criteria. <br />Mr. Schumacher said he and former Chief Myhre had set the require- <br />ments. Mr. Kulaszewicz felt the City could be chasing away good <br />applicants if we require eight years experience, five at management <br />level. Mr. Marier asked if this requirement would eliminate <br />the possibility of promoting any officer from within our own <br />department. It would eliminate all our full -time officers, may <br />eliminate all the part -time as well. Mr. Marier felt the require- <br />ments were too stringent. <br />Mr. Kulaszewicz asked if the ad appears in any minority newspapers. <br />Mr. Schumacher said no. <br />Mayor Benson suggested the criteria should be five to eight years <br />police experience, two to three of those years in management <br />level. Mr. Schumacher felt this is a difficult department to <br />manage and felt the requirements were not too stringent. Mayor <br />Benson asked to have the experience range expanded as he suggested <br />above in future advertisements. <br />Mayor Benson asked about the interviewing committee outlined <br />in Mr. Schumacher's memo. Mr. Schumacher said he will get two <br />metro area Chiefs of Police who are familiar with Lino Lakes <br />to interview with himself and one Councilman. Mr. Marier felt <br />the Ways and Means Committee should be involved with this aspect. <br />Mayor Benson suggested this would be too much to ask of this <br />committee. <br />Mayor Benson asked how Mr. Schumacher would determine which candi- <br />date should be interviewed. Mr. Schumacher explained those who <br />meet the qualifications will be tested and those with the highest <br />test scores will be interviewed by the Committee. The Committee <br />will select three to five candidates for the Council to interview <br />for final selection. <br />Mr. Reinert asked how Mr. Schumacher would determine who would <br />best fit Lino Lakes as Chief of Police. Mr. Schumacher said this <br />will-be handled in the testing and the Committee will have a number <br />of questions built around Lino Lakes. <br />Mr. Reinert asked if any of the Council can sit,in and observe <br />the Committee interviews. Mr. Hawkins said this was legal as <br />long as the Council did not participate in the interview process. <br />Mayor Benson asked Mr. Schumacher to determine who will be the <br />two Police Chiefs on the Committee, who the Councilman will be <br />and to have this information by the end of December. <br />069 <br />
