Motion carried unanimously. <br />NEW BUSINESS <br />Mr. Schumacher explained NSP has requested to serve the southeast <br />corner of Lino Lakes with natural gas. He suggested the Council <br />invite NSP to a Council meeting to make a presentation on their <br />offer. <br />Mr. Marier asked that all three utilities (North Central Public <br />Service, Circle Pines Gas Utility and NSP) appear and ask them <br />all to make their presentations at the next Council meeting. <br />OLD BUSINESS <br />A. Appoint a City Planner - Mayor Benson explained this item <br />is a- carryover from the previous Council meeting._ <br />Mr.- Bohjanen- moved- -to appoint- John Miller == as_City_- _Tlanner -. <br />Mr. Marier seconded the motion. - - Motion - failed with Mr.- <br />Reinert and Mr. Kulaszewicz voting no and Mayor Benson ab- <br />staining. <br />Mr. Kulaszewicz moved to continue the Council meeting past <br />10:00 P.M..- Mr. Reinert seconded the motion. Motion carried <br />unanimously. <br />Mr. Kulaszewicz moved to appoint_ Zack__ Johnson_ as City Planner_ <br />There -was no second.to this motion. <br />Mr. Marier moved-to table this item until the next meeting <br />and have Mr. Schumacher talk to Mr. Johnson with the intent of negotiating his hourly -rate for meetings- Mr.- :Reiner_t_ - <br />seconded the motion -. -- Motion carried with Bohjanen_ voting <br />no. <br />Mr. Marier told the Council he is very uncomfortable with the 35% <br />letter of credit for Rice- Lake -Estates and Ulmer's Addition, the <br />shortness of the bond issue and the idea that if the developer <br />misses one -bond payment, the City will seize land. He would like <br />the Council - --to take another look at this issue since this project <br />is now a City project and not a petitioned project. He felt the <br />project should go forward, but felt the citizens and the City should <br />be protectced. He proposed for Council consideration; (1) extend <br />the bond from 1.0 to 15 years; (2) if contractor misses one payment <br />that we get those costs of that payment from the letter of credit <br />and not seize his land until the second payment is due; (3) consider <br />52 - 57% letter of credit. Also he would suggest the increase <br />in interest because of the extension of the bond be paid by the <br />contractor; protection of the low income people by deferred assess- <br />ment payments until the status of the people change and using <br />Community Development Block Grant Fund to pay the assessments of <br />those who. qualified. <br />
