1 <br />1 <br />1 <br />COUNCIL MEETING <br />June 10, 1985 <br />Page Ten <br />Mayor Benson said the City will not look at any site until the <br />Fire Commission comes before them with their reasons and deter- <br />mination of time tables, etc. Mr. Hawkins said according to the <br />Fire District contract the Fire Commission has the right to make <br />the recommendation and the City has the right to approve or dis- <br />approve it. <br />Mr. Bohjanen asked if the problem regarding the sale of a piece <br />of equipment in Circle Pines has been resolved. He was told it <br />was not resolved. <br />Mrs. Elsenpeter told the Council that Fire Commission Chairman <br />Barry Mattson has resigned. The Commission is now accepting <br />applications for a new Chairman. <br />The Council thanked Mrs. Elsenpeter for coming tonight. <br />POLICE ADVISORY FINAL REPORT - CHUCK McKENNA <br />Mr. McKenna handed the Council copies of the final Police Task <br />Force report. He told the Council that the Police Task Force <br />has been meeting since February 21, 1984 and has met seventeen <br />times and have prepared a couple interim reports. Mr. McKenna <br />read the report to the Council. Some suggestions in the report <br />are: 1) add two more of full time officers to the police depart- <br />ment; 2) squad cars should not be taken home at night; 3) enlarge <br />the police department office and improve the record keeping and <br />evidence locations; 4) reduce the number of hours of training <br />for each officer; 5) restructure the pay scale; 6) improve the <br />attitude of some officers; 7) continue publishing "monthly reports "; <br />8) suggested establishing Police Commission. <br />The Mayor and Council thanked Mr. McKenna and the Task Force. <br />He said the Council would take under advisement the recommendations <br />of the Task Force. <br />Mr. Kulaszewicz moved to disband the Police Task Force with the <br />reservation that this be on the next agenda under Old Business so <br />that the members of the Council that are not present tonight have <br />a chance to ask further questions and the further reservation that <br />if the Council needs further information they will be able to call <br />the Task Force back into service. Mr. Bohjanen seconded the motion. <br />Motion carried unanimously. <br />Mayor Benson asked that letters be sent to each Task Force member <br />thanking them for their time and effort for this report. <br />CONSIDERATION OF JOINT POWERS AGREEMENT FOR BUILDING INSPECTION <br />SERVICES FOR CITY OF HUGO <br />Mr. Schumacher explained Hugo has asked to share the services of our <br />building inspector. Mr. Schumacher, the Hugo City Attorney, and <br />Mr. Hawkins have reviewed the Joint Powers Agreement document and <br />023 <br />
