024 <br />COUNCIL MEETING <br />June 10, 1985 <br />Page Eleven <br />find it acceptable. Mr. Kulaszewicz moved to approve the Joint <br />Powers Agreement. Mr. Bohjanen seconded the motion. Motion <br />carried unanimously. <br />Mr. Bohjanen asked Mr. Kluegel if he would have time to do the <br />additional inspections. Mr. Kluegel said this would not be a <br />problem. <br />OLD BUSINESS <br />Judith Seekon - Mrs. Seekon said she had received Mr. Schumacher's <br />letter whiclr states that no discussion of citizen grievances will <br />be brought before the Council unless the grievances are written <br />to the Council in advance of the meeting. Mr. Schumacher said <br />this was by direction of the Council. Mrs. Seekon said there are <br />fears of repraisals by the Police Department. There have been <br />two instances since she turned in the petition that are question- <br />able. She said she could not prove these instances are harrass- <br />ment but they are questionable. She asked why the Council cannot <br />hold the meeting, why do they have to send in all these letters? <br />Mr. Schumacher said that if the Council is to have an open pro- <br />ductive meeting, the grievances should be presented to the Chief <br />of Police so that the necessary research and background can be <br />done so that the Council can deal with facts and not innuendos <br />and heresay. This was stated at the last Council meeting. Mrs. <br />Seekon said there are people who are afraid and said they would <br />rather speak in public. Mayor Benson said as he indicated at the <br />last meeting, the Council will not address anything that the Chief <br />of Police has not had a chance to research. Mrs. Seekon asked <br />about documented proof. Mayor Benson told her to give it to the <br />Chief of Police and Council as well. <br />Mrs. Seekon said there are some people concerned with City Ordin- <br />ances too. The people who are concerned with City Ordinances should <br />also write the concerns to the Council. Mr. Bohjanen suggested that <br />this group of people designate a spokesman and that person could <br />appear at Council under OPEN MIKE. It would be helpful if the Coun- <br />cil knew ahead of time what Ordinance they wish to address. <br />Planning and Zoning Issues, Clean -up Day and Budget Amendment <br />1) Clean -up Day - Planning and Zoning felt the City should have a <br />clean -up day or at least one day when they could bring their <br />discards to City Hall. Mr. Schumacher noted this had been dis- <br />cussed at budget time and after going through City priorities, <br />it has been cut from the budget. Mayor Benson said this should <br />be discussed at budget time again. Mr. Bohjanen said that civic <br />organizations could help with a clean -up day. Mr. Volk said one <br />of the major costs is when the City takes the discarded material <br />to the dump. The last clean -up day cost the City between $3,000. <br />- $3,500.00. Mayor Benson asked that letters be sent to the <br />civic organizations asking for their input on a clean -up day. <br />
