1 <br />COUNCIL MEETING <br />June 10, 1985 <br />Page Eight <br />Mr. Bohjanen moved to have Mr. Kluegel follow up on the eight (8) <br />Conditional Use Permits disucssed tonight and report back to the <br />Council as they are completed. Mr. Kulaszewicz seconded the motion. <br />Motion carried unanimously. <br />ENGINEER'S REPORT <br />A. Status Report - 4th Avenue Storm Sewer - Mr. Davidson told <br />the Council the survey of the ditch and running the ditch profile <br />from 35W to Main Street along 4th Avenue has been completed. <br />Surveys of 4th Avenue cross sections and topography have also <br />been completed. He found the culverts properly sized <br />for their use, but not installed properly. He will still <br />need to determine what would be required as a ditch for the <br />area to be drained. <br />Mr. Davidson said he would like the Council to move ahead <br />with the Preparation of the plans. He also said he would <br />prepare a work scope with a proposal for engineering services. <br />Mr. Schumacher said he has talked to the Rice Creek Watershed <br />District (RCWD) attorney, Mr. Murray. He indicated they have <br />very little maintenance fund available. If there is a small <br />maintenance problem, they could handle it. However, this <br />sounds like more than a small maintenance problem. <br />Mr. Davidson noted that some of Lino Lakes water problem begins <br />outside of the corporate borders and he would therefore like <br />to sit down with Anoka County and RCWD and determine the <br />boundaries of the service district. <br />Mr. Schumacher said Mr. Murray had indicated to him that if <br />this is a major project, the City would have to petition RCWD <br />and it would be a relatively complex project. The County would <br />float the bonds for the ditch improvements and assess the <br />cost back to the affected property owners. Mr. Davidson said <br />that with County State Aid Fund and Municipal State Aid funds <br />the City could do a lot to resolve the problems along 4th <br />Avenue and Main Street and this would depend on if the receiving <br />ditch would be adequate to carry the flow. <br />Mayor Benson said that Mr. Davidson would need some direction to <br />work with the other agencies to put together a preliminary <br />plan to determine if the ditch along 4th Avenue will be solution <br />to Lino Lakes problem. Mr. Davidson said you cannot determine <br />the cost sharing until a plan is developed. <br />Mr. Schumacher feels that a workscope should be put together <br />so the Council will know where the project is going and the <br />costs. He would like a financing program to be prepared as <br />well. Mr. Davidson said he would have his hydraulics people <br />evaluate the watershed and he would evaluate the balance of <br />the project and come to the Council with a workscope. <br />021 <br />
