L30 COUNCIL MEETING June 24, 1985 Page Four Mayor Benson asked that this be brought back to the next Council meeting with information regarding Council suggestions. ENGINEERS REPORT 1 Status Report - 4th Avenue Storm Sewer - Work Scope and Financial Plan. Mr. Davidson has separated the 4th Avenue project into two separate projects; MSA improvement to 4th Avenue and study of the surface water management plan. He provided authorizations for preparation of plans and specifications for each project along with a work scope for each project. 4th Avenue - The street portion will be funded from City State Aid funds and is estimated to be $236,000.00 based on it being a rural street design. Plans have not yet been prepared and the estimate is based on a preliminary profile. He estimates the preliminary design phase including preliminary surveying to be $4,800.00. The prelimin- ary surveys are already completed and their estimated cost is $3,600.00. The next step is to plot out the survey in detail and prepare a pre- liminary design and forward it to the State Aid Engineer for comment. When his comments are received the final design will be prepared and based upon similar projects he estimates the final design phase to be approximately $20,000.00. The final construction phase which in- cluded staking and on going construction and some administrative costs acquisition of easements etc. to be $4,800.00. The total project cost including engineering, legal, and administration costs are estimated to be $285,600.00. This is a very preliminary estimate. There is adequate MSA funds in the City account to accomplish this project. Storm Sewer District Study - The estimate of the study of the water- shed and inventory of all existing of all county ditches, performing any additional surveys for drainage ditches, determine the inflow to the ditch system including going beyond the corporate boundary, de- termine run off, prepare preliminary design for the outlet channel and prepare plan for a ditch construction project would be prepared for approximately $6,000.00. This cost should be shared by Anoka County and Rice Creek Watershed District and is something that can be negiotated later. The work scope can be done in stages but the authorizations are drawn up for a complete project. Mayor Benson asked if this will take care of the problem in Sherwood Green and eliminate the LeBlond obligation. Mr. Davidson said that in the final design open ditches along 4th Avenue can be constructed that should accommodate all the drainage problems along the system. However, he could not guarantee this. He also noted that the present right of way is 66 feet and this may have to be expanded to 80 feet to accommodate the ditch and slopes. There may be a need to obtain additional road right of way.
