L30 <br />COUNCIL MEETING <br />June 24, 1985 <br />Page Four <br />Mayor Benson asked that this be brought back to the next Council <br />meeting with information regarding Council suggestions. <br />ENGINEERS REPORT <br />1 <br />Status Report - 4th Avenue Storm Sewer - Work Scope and Financial Plan. <br />Mr. Davidson has separated the 4th Avenue project into two separate <br />projects; MSA improvement to 4th Avenue and study of the surface <br />water management plan. He provided authorizations for preparation <br />of plans and specifications for each project along with a work scope <br />for each project. <br />4th Avenue - The street portion will be funded from City State Aid <br />funds and is estimated to be $236,000.00 based on it being a rural <br />street design. Plans have not yet been prepared and the estimate is <br />based on a preliminary profile. He estimates the preliminary design <br />phase including preliminary surveying to be $4,800.00. The prelimin- <br />ary surveys are already completed and their estimated cost is $3,600.00. <br />The next step is to plot out the survey in detail and prepare a pre- <br />liminary design and forward it to the State Aid Engineer for comment. <br />When his comments are received the final design will be prepared and <br />based upon similar projects he estimates the final design phase to <br />be approximately $20,000.00. The final construction phase which in- <br />cluded staking and on going construction and some administrative costs <br />acquisition of easements etc. to be $4,800.00. The total project cost <br />including engineering, legal, and administration costs are estimated <br />to be $285,600.00. This is a very preliminary estimate. There is <br />adequate MSA funds in the City account to accomplish this project. <br />Storm Sewer District Study - The estimate of the study of the water- <br />shed and inventory of all existing of all county ditches, performing <br />any additional surveys for drainage ditches, determine the inflow to <br />the ditch system including going beyond the corporate boundary, de- <br />termine run off, prepare preliminary design for the outlet channel <br />and prepare plan for a ditch construction project would be prepared <br />for approximately $6,000.00. This cost should be shared by Anoka <br />County and Rice Creek Watershed District and is something that can <br />be negiotated later. <br />The work scope can be done in stages but the authorizations are <br />drawn up for a complete project. Mayor Benson asked if this will <br />take care of the problem in Sherwood Green and eliminate the LeBlond <br />obligation. Mr. Davidson said that in the final design open ditches <br />along 4th Avenue can be constructed that should accommodate all the <br />drainage problems along the system. However, he could not guarantee <br />this. He also noted that the present right of way is 66 feet and <br />this may have to be expanded to 80 feet to accommodate the ditch and <br />slopes. There may be a need to obtain additional road right of way. <br />
