Mr. Davidson said all is eligible for funding <br />however they are funded when contracts are awarded; 90% of the con- <br />struction costs and all of the preliminary costs are reimbursed at <br />this point. At the end of the construction period the final 10% of <br />the construction - cost - .,and.. all of the engineering costs are reim- <br />bursed to the city. <br />Mr. Marier asked what is the normal percentage of cost against a <br />project for engineering. Mr. Davidson explained 8% to 10% for pre- <br />liminary engineering for MSA reimbursement and up to 13% for con- <br />struction engineering. Most projects average between 16 to 18%. <br />Mrs. Goldade asked what this project will cost the residents. Mr. <br />Davidson explained that 100% of the cost of the road is eligible <br />for MSA state funding, the drainage may not be 100% eligible and <br />could be funded by assessments against the benefited property owners. <br />Mrs. Goldade asked what determines if a particular property has been <br />benefited. Mr. Davidson explained if the water running off your <br />property is tributary to the system or drains to the system. <br />Mrs. Goldade asked who pays for trees that have to be removed from <br />private property during slope construction. Mr. Davidson explained <br />if trees are a size that they can be replanted they are replanted <br />if not the state program replaces two trees for every tree removed. <br />If trees cannot be replaced there is negotiated reimbursement. <br />Mrs. Goldade asked when are the area residents going to be notified <br />of this improvement. Mr. Davidson said there are some plans that <br />can be discussed at a public hearing. Mayor Benson said there will <br />be another meeting with RCWD and Anoka County to try and determine <br />their share of the costs for the drainage problem. <br />Mr. Marier moved to authorize the City administrator to set a meet- <br />ing with Anoka County, RCWD and all parties who have responsibility <br />of costs, the subject of the meeting will be 4th Avenue from Main <br />Street to Lilac /Highway #49 ditching and the elimination of the <br />water problem that currently exists. Mr. Kulaszewicz seconded the <br />motion. Motion carried unanimously. <br />Mr. Davidson asked how the Council proposed to handle the distribu- <br />tion of costs of the watershed district; joint powers agreement, <br />cost sharing? At this point the total study is estimated to cost <br />$6,000.00 and Mr. Schumacher said this would be discussed at a joint <br />meeting. Mr. Davidson said he would review the financing program <br />for the drainage problem. <br />Resolution #85 -11, Bridge Funding - Mr. Davidson said this resolu- <br />tion is the first step in allowing the City to apply for bridge funds <br />for 80th Street. The estimated cost is $120,000 and the grant appli- <br />cation is for $100,000.00. The City portion of the cost could come <br />from Municipal State -Aid Funds. Mr. Davidson said the presentation <br />of this resolution to the state will get this project on the "needs" <br />031 <br />
