1 <br />1 <br />1 <br />COUNCIL ME ; T I NG <br />August 26, 1985 <br />Page Nine <br />Mr. Davidson told the Council this report will cost <br />under $500.00. <br />The Council took a ten minute break at 8:22 P.M. <br />CONSIDERATION OF THE AUDIT PROPOSAL FOR A THREE YEAR AUDITING <br />CONTRACT FROM VOTO, REARDON, TAUTGES AND CO. INC. <br />The Council had directed Mr. Schumacher to negotiate the <br />auditing contract and further, this new proposal represents <br />a 6% increase each year of the three year contract. It <br />also represents a $1,300 savings over the previously sub- <br />mitted proposal. <br />The City Accountant will be assuming more of the audit preparations <br />and the City is purchasing a computer. This helped to reduce <br />the cost of the auditing contract. Mr. Reinert was concerned <br />that maybe this was not a savings to the City, it was just <br />a shifting of the costs. Mr. Schumacher explained that <br />the City is growing and there are new programs such as Community <br />Development Block Grants that require additional accounting <br />time and expertise. <br />Mr. Kulaszewicz moved to approve the revised three year <br />auditing contract from Voto, Reardon, Tautges and Co., Inc. <br />with a limit 6% increase per year. Mr. Reinert seconded <br />the motion. Motion carried unanimously. <br />CONSIDERATION OF A RECOMMENDATION FROM THE ECONOMIC DEVELOPMENT <br />COMMITTEE (TAX INCREMENT FINANCING DISTRICT) <br />Mr. Schumacher explained this item was on the previous Council <br />agenda and more specific information was requested. <br />1. Mayor Benson had requested a more specific breakdown <br />from Wilson Management. This was included in the Council <br />packets and details the number of hours will be devoted <br />to each step. <br />2. The Council had asked Mr. Schumacher to talk to the <br />present City Consultants to determine what experience <br />they have had with Tax Increment Financing. They all <br />have had some involvement to some degree. Zack Johnson <br />does have experience and did send a copy of a plan <br />he prepared for another City. His fee would be the <br />usual $55.00 per hour. <br />3. The third item to be discussed was the Tax Increment <br />Financing seminar held August 16, 1985. Mr. Reinert <br />and Mr. Marier both attended this seminar and felt <br />it did not offer much more information. Mr. Reinert <br />felt it was a waste of time. Mr. Marier said the <br />State Auditor's office will be conducting further studies <br />in this area. <br />081 <br />
