They also have <br />some ponds that are maintained by an homeowners association. <br />Mayor Wedell explained that the ponds were usually drainage <br />areas and under the Rice Creek Watershed District jurisdiction. <br />Mr. Volk asked about Shoreview's policy regarding old roads that <br />need to be brought up to current city standards. Shoreview hired <br />a consultant who put together a multi -year plan to restore or re- <br />construct the old streets. This was accomplished by creating a <br />construction revolving fund from bond defeasance. However, an <br />old street is not reconstructed until water, sewer, concrete <br />curb and storm sewer is also constructed. <br />Shoreview also controlled the areas of development by placing a <br />moratorium on the north end until the southern portion was filled. <br />Also area assessments were used for sewer installations. Mr. Da- <br />vidson said the Lino Lakes City Charters does limit the use of area <br />assessments in Lino Lakes. <br />Chief Campbell told about his concern regarding County Road J (Ash <br />Street) and in particular the Hodgson Road intersection. <br />Mayor Wedell explained the proposed development for the southeast <br />corner of Hodgson Road and Ash Street. It will be a small shopping <br />center. <br />Mr. Kluegel said it seems that there is real quality development <br />in Shoreview, has there been a time when there were problems. Ma- <br />yor Wedell said yes, but the City has become more stringent in <br />their requirements and this has brought quality development. Once <br />there is one quality developer, others follow because their in- <br />vestment will have a measure of protection. Every potential de- <br />veloper has to meet with the City Planner, receives a packet of <br />information explaining the development process, and go through the <br />zoning codes so he understands the process and what is required at <br />each step. Shoreview does not believe in giving variances to stan- <br />dards or minimum requirements. <br />Mayor Benson asked for an explanation of what is in the packet. <br />The Shoreview Planner said he would give Mr. Kluegel a sample and <br />said he also walks them through the sketch plan process, the pre- <br />liminary plat approval process and final plat plan approval to be <br />sure that the developer understands the requirements. It has been <br />their experience that if you let the developer know what all the <br />rules are up front they will go along with you. Also Shoreview <br />will not accept an application for a plat until all requirements <br />are fullfilled. However, their process is in stages so that the <br />developer does not have to put his money up front. <br />Park dedication was discussed. Shoreview requires from 5 -10% of <br />the fair market value depending on density. This usually ends up <br />to be approximately $180.00 per lot. It is based on the value of <br />
