1 <br />1 <br />COUNCIL MEETING <br />December 9, 1985 <br />Page Three <br />Mr. Volk suggested for the purposes of erosion control requiring <br />driveways over road easements be constructed of a hard surface. <br />This could be part of the street contract. <br />SENIOR TRANSPORTION PROGRAM PRESENTATION - STEVE KLINE - ANOKA <br />COUNTY CAP <br />Mr. Kline, Planning Director for the Anoka County Community Action <br />Program (CAP) appeared before the Council to explain a proposed <br />transportation service for the seniors in Lino Lakes, Centerville, <br />and Circle Pines. He presented some brochures which outline <br />activities CAP is currently involved with in Anoka County in <br />the areas of housing, senior transportation, pre-school programming <br />and very broad focus on Senior activities. <br />His visit tonight is to update the Council on the progress of <br />their ability to provide transportation services for seniors <br />in this area. The Community Action Program (CAP) has met with <br />the Anoka County Senior Transportation Advisory Committee and <br />have proposed that CAP start a small scale transportation program <br />in this area. The final details have not yet been worked out <br />but the program has been approved by the Anoka County Senior <br />Transportation Advisory Committee. He is inviting comments from <br />the Council. The program will be funded by Title III U.S. Older <br />American Act administered through the Metropolitan Council and <br />granted to Anoka County. <br />There is a need for senior transportation in this area however <br />the extent of the need is not known and CAP will be operating <br />a demonstration project to run from February 1,,1986 through <br />June 30, 1986. This will determine if there is a real need for <br />the. service. The service itself was explained by Mr. Kline as <br />well as their background in the area of senior transportation. <br />Mr. Kulaszewicz asked if Mr. Kline was _aware .of Metro Mobility. <br />Mr. Kline said yes this service relates to handicapped transporta- <br />tion and is part of MTC. This does not involve seniors other <br />than if they are handicapped. <br />Mr. Kulaszewicz asked about the Senior Older Americans Act and <br />asked what Anoka County's share of Title III is. Mr. Kline said <br />very small; Ramsey and Hennepin Counties have established programs <br />and these end up being refunded by Title III. Anoka County is <br />just starting and this is the first year they have been funded. <br />Mr. Marier asked how the cost of this proposed program is going <br />to be prorated back to the cities. Mr. Kline explained that <br />funding will be 31% by the Community Action Program, Title III <br />is providing funding and the riders will be asked to provide <br />750 for each one way trip.
