Council Meeting January 24, 1983 Mr. Reinert felt that this stall gives them the opportunity to project and come before the Council and present their problem. I Mrs. Elsenpeter asked if this is a standard clads to put into an agreement such as this? Mr. Hawkins felt that most contracts are for a flat fee and at the end of the contract, if it was felt that the fees are out of line, they can be negotiated for the coming year. Mr. Reinert asked Mr. Hawkins who he worked with at Circle Pines and Mr. Hawkins said, No one. Mr. Reinert was concerned that the feelings of the Council be properly communicated. Motion carried unanimously. STATUS REPORT ON DNR PERMIT TO FILL LOTS ON BLACK DUCK DRIVE Mayor Benson reported on the meeting with the Corps of Engineer noting there are four lots that they would not allow fill on at this time. Mayor Benson felt that at this time the City should apply for the permits on the lots that will be allayed to be filled and consider the other four lots at another time. Mr. Marier moved to approve the application for the fill permits on the lots allowed by the Corps of Engineers. Seconded by Mr. Reinert. Motion carried unanimously. RESOLUTION #83 -6 - PARTICIPATION IN RENTAL REHABILITATION LOAN PROGRAM I Mr. Marier moved to table this until the February 14, 1983 at the request of Mr. Schumacher. Seconded by Mr. Reinert. Motion carried unanimously. ANOKA COUNTY OPEN SPACE AGREEMENT Mr. Reinert moved to table this. He would like to knay more about this subject. He felt the Park Board should be present and let this Council knay what is going on. Mrs. Elsenpeter seconded the motion. Mr. Marier pointed out that this agreement merely says that Lino Lakes will not give the County or anyone else any more land for Park purposes. It also gives the City the right to have a representative on the Anoka County Park Planning Commission. This merely reaffirms the City's position on this taking of land. Mr. Marier pointed out that if this agreement is not confirmed, this leaves the City open for more taking of land. The motion failed. Mrs. Elsenpeter suggested that the County be asked to appear before the Council and explain what is happening in that area. Mr. Marier moved to reaffirm this Agreement and invite the Anoka County Board here to tell the Council their position. Seconded by Mrs. Elsenpeter. Motion carried unanimous ly I Mr. Schumacher to draft a letter to the Anoka County Park Board asking them to attend a meeting along with Mrs. Langfield, the County Commissioner.
