Council Meeting <br />January 24, 1983 <br />Mr. Reinert felt that this stall gives them the opportunity to project and come <br />before the Council and present their problem. <br />I Mrs. Elsenpeter asked if this is a standard clads to put into an agreement such <br />as this? <br />Mr. Hawkins felt that most contracts are for a flat fee and at the end of the contract, <br />if it was felt that the fees are out of line, they can be negotiated for the coming <br />year. <br />Mr. Reinert asked Mr. Hawkins who he worked with at Circle Pines and Mr. Hawkins <br />said, No one. Mr. Reinert was concerned that the feelings of the Council be <br />properly communicated. <br />Motion carried unanimously. <br />STATUS REPORT ON DNR PERMIT TO FILL LOTS ON BLACK DUCK DRIVE <br />Mayor Benson reported on the meeting with the Corps of Engineer noting there are <br />four lots that they would not allow fill on at this time. Mayor Benson felt that <br />at this time the City should apply for the permits on the lots that will be allayed <br />to be filled and consider the other four lots at another time. <br />Mr. Marier moved to approve the application for the fill permits on the lots allowed <br />by the Corps of Engineers. Seconded by Mr. Reinert. Motion carried unanimously. <br />RESOLUTION #83 -6 - PARTICIPATION IN RENTAL REHABILITATION LOAN PROGRAM <br />I Mr. Marier moved to table this until the February 14, 1983 at the request of <br />Mr. Schumacher. Seconded by Mr. Reinert. Motion carried unanimously. <br />ANOKA COUNTY OPEN SPACE AGREEMENT <br />Mr. Reinert moved to table this. He would like to knay more about this subject. <br />He felt the Park Board should be present and let this Council knay what is going <br />on. Mrs. Elsenpeter seconded the motion. <br />Mr. Marier pointed out that this agreement merely says that Lino Lakes will not <br />give the County or anyone else any more land for Park purposes. It also gives <br />the City the right to have a representative on the Anoka County Park Planning <br />Commission. This merely reaffirms the City's position on this taking of land. <br />Mr. Marier pointed out that if this agreement is not confirmed, this leaves the <br />City open for more taking of land. <br />The motion failed. <br />Mrs. Elsenpeter suggested that the County be asked to appear before the Council and <br />explain what is happening in that area. <br />Mr. Marier moved to reaffirm this Agreement and invite the Anoka County Board here <br />to tell the Council their position. Seconded by Mrs. Elsenpeter. Motion carried <br />unanimous ly <br />I Mr. Schumacher to draft a letter to the Anoka County Park Board asking them to <br />attend a meeting along with Mrs. Langfield, the County Commissioner. <br />
