• <br />• <br />• <br />Preliminary Plat <br />Shoreland Ordinance: The subject site is adjacent to Marshan Lake, which is <br />considered a Natural Environment Lake and therefore is subject to the more restrictive <br />Shoreland Ordinance Requirements for Lot Dimensions, Impervious Surface Coverage, <br />and Setbacks as listed below: <br />Lot Area <br />Lot Width <br />Impervious <br />Surface Coverage <br />Setback from <br />OHWL <br />Abutting <br />Non - Abutting <br />Abutting <br />Non- <br />Abutting <br />20000 <br />10800 <br />80 <br />80 <br />30% <br />150 feet <br />Lots: The lots will vary in depth from 135 feet to 260 feet (along the shoreline), and the <br />widths will range from 80 feet to 86 feet. The lots located along Marshan Lake exceed <br />the shoreland ordinance required 20,000 square feet of upland, and the western lots all <br />exceed the 10,800 square foot R -1 requirement. The parsonage lot will be reduced in size <br />to allow the other three lots west of the proposed street to meet all subdivision standards. <br />Setbacks: The submitted plans depict all required setbacks, including the 150 foot <br />setback from the Ordinary High Water Line as required by the Shoreland Ordinance. <br />This setback is measured to any improvement attached to the single family dwelling, <br />including decks and /or patios. This means that the northeast lot (indicated as Lot 1, <br />Block 2) will be very limited in that regard. <br />Impervious Surface Coverage: The lots will all be required to comply with the 30% <br />Impervious Surface Coverage requirement of the Shoreland Ordinance as they develop. <br />Streets: Stage Coach Trail will extend from the southern border to the northern <br />border connecting The Shores of Marshan Lake and Marshan Meadows. The alignment <br />of the street is proposed to vary slightly from the current easement granted by the church. <br />This was necessitated by the requirement to provide 20,000 square feet of upland for each <br />lot along the shoreline and will allow a seamless connection with the existing rights of <br />way on either side of the project. This proposal will require the approval of an easement <br />vacation that will need to accompany the final plat to the City Council. <br />Conservation Easement: A Conservation Easement was supplied by the developer <br />for Marshan Meadows and it is the city's intention to have this continued along the rest of <br />Marshan Lake with any new development. Several rare species may exist in the area: <br />Forsters' tern, a water nesting bird, and Blanding's turtle; which are 011 the threatened and <br />endangered species lists. The conservation easement coincides with the drainage and <br />utility easements required by the subdivision ordinance, both being 10 feet beyond the <br />wetland edge. The conservation easement will include additional restrictions such as no <br />mowing or dumping of clippings. There should also be a special packet of educational <br />information supplied to homeowners and monuments at the easement boundary of all <br />lake lots. <br />
