2 <br />August 27, 1979 <br />Seconded by Mr. Kulaszewicz. Motion declared passed. <br />The hearing on the layout design for the expansion of Baldwin Lake <br />Trailer Park was called to order at 8:30 P.M. <br />Mr. Locher said these lands hadn been rezoned to R -6. Mr. McLean noted <br />that the Planning and Zoning had recommended approval of this expansion <br />and layout. Mr. McLean read the motion of the Council accepting this <br />layout. <br />There was some discussion on the fire hydrant aspect since there is no <br />central water supply. It was generally understood, that if these are <br />not required by the State, the City will not require. <br />Mayor Karth asked for comments from the audience. Mrs. Williams, the land <br />owner to the North presented some pictures of the area abutting her <br />property that is being used as an area to store unwanted objects. She <br />felt that in order to protect her investment, there should be a fence <br />installed along the common property line. <br />1 <br />Mr. Howard said they plan to landscape that lot line and plant bushes, <br />such as Russion Olive. Mrs. Williams said she preferred a fence. There <br />was some discussion on this problem. It was generally felt by the Council <br />that a natural screening would be better, and it was suggested that per- <br />haps a temporary fence such as snow fencing could be used to protect <br />the young trees. <br />Mr. McLean moved to accept the July 2, 1979 drawing of the design lay- <br />out of the Baldwin Lake Trailer Park expansion to include street, lot <br />sizes, fire hydrants to be installed as to the direction of the State <br />Health Department when appropriate, snow fenceing on the north line with <br />bush type screening to be planted on the park property (i.e. Russian <br />Olive) to include ingress and egress and sewer access to the private <br />parcels of land located within the park boundaries. The sewer in- <br />stallation costs to be at the private owners expense. Seconded by Mr. <br />Zelinka. Motion declared passed. <br />Mr. McLean moved to close the hearing at 9:10 P.M. Seconded by Mr. <br />Kulaszewicz. MOtion declared passed. <br />Mr. Locher read the letter from Mr. Jeffrey Kirschbaum's Doctor and <br />Attorney stating that Mr. Kirschbaum would be unable to return to police <br />work even on a part time basis because of the continuing problem with the <br />lower back pain. There was some discussion of Mr. Kirschbaum possibly <br />going to the Mayo Clinic for treatment. <br />Mr. Locher had contacted the Union and Mr. Kirschbaum has offered to <br />drop all claims against the City in exchange for the City paying the <br />difference between his workers comp payments and what his normal salary <br />would have been between the date of Jan.8, 1979 through July 19, 1979. <br />The Clerk is to compute these figures for Council consideration at the <br />SEptember 10, 1979 meeting. <br />The continued hearing on Deer Pass Trail was called to order at 9:20 <br />P.M. Mr. Gotwald explained the differences in the estimated costs and <br />the bid price obtained from Schifsky. The actual bid proce of $3850.00 <br />will bring this street up to City specifications. Mr. Gotwald said <br />there are several ways of doing this; 1) the City can insist on this <br />being done and assess to the lots; or 2) the City can do this as part <br />
