September 10, 1979 <br />the mailing list of sent notices. <br />IMr. McLean presented the actions of the Planning adn Zoning Board. There <br />were two petitions - one against the rezoning adn one with signatures of <br />persons who had no objections. The Planning adn Zoning Board had recommended <br />approval of this rezoning from Commercial /R1 to R -2 of the home located at <br />790 Vicky Lane. <br />Mr Schneider asked to see the petitions. Mr. Zelinka questioned the effect <br />of 6.21 of Ordinance 56 on this rezoning adn Mr. Locher said that applied <br />to construction and development. The matter of septic systems was discussed <br />with Mr. McLean suggesting that this should be left to be handled according <br />to the rules in effect at the time the home is used as a duplex. <br />Mayor Karth asked for comments from the audience. Mrs. Bruner suggested <br />the objections relating to creating a parking problem would be handled by <br />the City's Ordinance on parking; that the home had been used as a duplex <br />for thirteen (13) years - what had been the effect on depreciating property <br />in the area over this time period. <br />Mr. McLean moved to grant the R -2 zoning to the property located at 790 <br />Vicky Lane. Seconded by MR. Zelinka. Motion declared passed. <br />Mr. Kulaszewicz moved to close the hearing at 8:23 P.M. Seconded by Mr. <br />Zelinka. Motion declared passed. <br />Mr. Robert Burman, Anoka County Commissioner, was present to answer questions <br />on the proposed location of the juvenile detention center at St. Joe's <br />Church. <br />Mr. Burman gave a brief outline of what is required by the County in the <br />area of juvenile detention and that the leased space at the State Facility <br />must be vacated. He said the Committee working on a relocation site had <br />looked at the Church but that he was working to have the center located at <br />a more centrally location. Mr. Burman said he could not guarantee that this <br />facility would not be located in Lino Lakes. <br />Mayor Karth said he understood that the County had asked the City of Anoka <br />for a hearing on a site loacted near the State facility in Anoka. Mr. <br />Burman agreed to this. <br />Mr. Burman was asked if the Advisory Board had a member from Lino Lakes <br />and he said, No, there is one person from each Commissioner's District. <br />Mayor Karth read the petition presented to the City Council opposing this <br />proposal. This petition was also presented to Mr. Burman by Mr. Bohjanen. <br />Mr. Bohjanen saying this contains approximately 400 signatures and is merely <br />supporting data for the City Council. Mr. Bohjanen asked if he would be <br />on the agenda for the Commissioner's meeting scheduled for September 11, <br />1979 and Mr. Burman said he would be on the agenda at lo:00 A.M. <br />IMr. Bohjanen asked if any of the Council members could make the meeting and <br />Mr. Schneider said he would try. Mr. Zelinka asked where the Commissioners <br />meeting room was and Mr. Burman said in the new part of the Courthouse. <br />Mayor Karth thanked Mr. Burman and Mr. Bohjanen for their time and information. <br />
