September 10, 1979 <br />Mr. Burman said the bids on Birch Street had been let to Forest Lake Cont- <br />racting at about one -third more than had been planned for. Mr. <br />Kulaszewicz questioned the onitting of the paved shoulders on Birch <br />Street - he felt this area got left out on this kind of installation. <br />Mr. Burman said it may seem so, but was not. <br />Mr. Bill Houle asked what other Countys had done in providing centers <br />for juveniles and a lady from the audience said that Ramsey had one on <br />St. Peter Street near the churches and their counselors. <br />Mr. Schneider asked Mr. Burman if there was any indications that current <br />bills outstanding would be paid to the City for Police coverage in both <br />the Park and at the juvenile center and Mr. Burman did not know. He <br />felt the Council should meet with Mr. Torkildson. Mr. Burman asked that <br />a letter with the current bills be sent to him. The meeting with Mr. <br />Torkildson was set for September 24, 1979 at 8:10 P.M. Chief Myhre <br />will also be asked to attend this meeting. <br />Mayor Karth opened the continued hearing on the uses of Federal Revenue <br />Sharing Funds at 9:00 P.M. Since the final figures had not beeb avail- <br />able, this had not been published. Mr. Schneider moved to continue this <br />hearing until September 24, 1979 at 10:00 P.M. Seconded by Mr. Zelinka. <br />Motion declared passed. <br />Mayor Karth reported on the condition of the manholes in East Shadow <br />Lake Drive and gave some figures on the seepage into those manholes <br />on wet days. The Clerk was to ask Mr. Gotwald to get some cost figures <br />on the repair of the manholes and have ready for the next Council <br />meeting. <br />Mr. Norm Firtchie, of the Centerville Fire Department had contacted <br />Mayor Karth with a proposition on the storing of a fire truck. Center- <br />ville has three trucks and only storage for two. They had suggested <br />the idea that, if Lino Lakes would provide a place for storage, and <br />ina an area where there would be manpower to man the equipment, Center- <br />ville will train the per sonnle and provide the uniforms. This matter <br />will be discussed at the bidget meeting - could perhaps be put in the <br />five uear plan - needs to be discussed. <br />The Public Hearing for the W &G Rehbein plat was called to order at <br />9:10 P.M. Due to the delay on approval from the Rice Creek Watershed <br />Board, Mr. McLean moved to continue this hearing until the receipt of <br />the necessary information from the Rice Creek Watershed Board and set <br />a date for the hearing at that time. Seconded by Mr. Kulaszewicz. <br />Motion declared passed. <br />Mayor Karth reported on discussion by the Planning adn Zoning Board on <br />the use of commercially zoned property to construct residential homes. <br />It had been suggested this practice not be allowed. There was some <br />discussion on the precedence that have been set in this matter. <br />Mayor Karth said the Planning adn Zoning isrecommending this be re- <br />quired to be rezoned ro R -1, enforce the Ordinance and notify the <br />Building Inspector of this action. <br />Mr. Zelinka moved that any residential, R -1 through r_6, application <br />for construction on lands presently zoned as commercial, be forwarded <br />to Planning adn Zoning for review and /or rezoning. Seconded by Mr. <br />Kulaszewicz. Motion declared passed. <br />
