October 9, 1979 <br />Mr. Bohjanen said he would forward all material to the Lino Lakes City <br />Council and to SEn. Knaack. <br />Mr. Burman said he had nothing to report on the matter of police coverage <br />in the Park, but suggested a joint powers agreement for coverage of the <br />juveniles located in Lino Lakes. <br />Mayor Karth said he had no objections to such an agreement as long as the <br />implication that the City would accept the location of the center is not <br />read into such an agreement. <br />Mr. Kulaszewicz requested that all correspondence in relation to this matter <br />be sent to Sen. Knaack. Mr. Bohjanen requested a representative from the <br />City Council be present at the tmeeting; Mayor Karth said he would attend <br />whenever possible. <br />Mayor Karth thanked the SEnator, State Representative and citizens for <br />coming and presenting their ideas and information. <br />Mr. Jerry Shannon, of Springsted, Inc., presented that firms proposal on <br />the bonding of the special assessments on Black Duck Drive and abutting <br />streets. He explained the alternatives the City has in the matter of this <br />bonding and recommended a temporary bond issue for three years to be re- <br />financed at that time for the life of the bonds. <br />After discussion of the many aspects of this bond issues, Mr. Schneider <br />moved to authorize Springsted, Inc. to advertise for bids for the sale of <br />$935,000.00 bonds on November 12, 1979 at 8:00 P.M. Seconded by MR. <br />Zelinka. Motion declared passed. Mr. Shannon warned the Council with the <br />state of the bond market at this time, he was not sure there would be any <br />bids. <br />Mayor Karth opened the hearing on the use of the Federal Revenue Sharing <br />Funds at 9:30 P.M. Mr. Schneider read the requirements fo rthis hearing as <br />listed by law. He asked for comments from the audience as to what useage <br />of this fund should be planned and there was no comments. <br />Mr. Schneider moved to close the hearing at 9:40 P.M. Seconded by Mr. <br />Zelinka. Motion declared passed. <br />Mayor Karth presented the letter of resignation from Carol Krasnow, the <br />recording Clerk. Mr. Schneider moved to advertise for a Recording Clerk. <br />Seconded by Mr. Kulaszewicz. Motion declared passed. <br />Mr. Gene Bloomquist presented a petition with 110 signatures asking that <br />Baldwin Lake be reopened for huntine. MR. Schneider asked why they weren't <br />at the public hearing held on this ordinance and the people said they did <br />not kmow about the hearing. <br />Mr. Schneider felt this matter of hunitng had been gone over three times <br />and he moved to defer this until the next Council meeting and notify the <br />people who were present at the public hearing on the ordinance. <br />This motion died for lack of a second. <br />Mayor Karth said an alternative would be to rescind the portion that was <br />not publisned and discuss that portion at the next Council meeting. Mr. <br />Locher recommended that if this is to be changed, it be done by Ordinance. <br />
