54 <br />January 14, 1980 <br />Ordinance No. 71, Unnecessary Acceleration, was considered. Mr. Jaworski <br />moved to adopt this Ordinance. Seconded by Mr. Kulaszewicz. Chief <br />Myhre was asked to explain the need for this ordinance, which he did. <br />Motion passed unanimously, <br />Salary increases for unclassified employees was consideres. Mr. McLean <br />asked if this was for the purpose of awarding a merit increase. Mr. <br />Schumacher said partially, but he felt that he needed more time to <br />evaluate the department heads before making a recommendation. Mr. <br />Schumacher did not agree with the overall percentage raises for all <br />personnel, but he did not feel salary increases for this segment of <br />personnel should be held up becasue he ahs not had time to evaluate them. <br />Mr. Jaworski moved to approve Mr. Schumacher's recommendation of 5% <br />increase at this time, with an adjustment by the end of March, with the <br />adjustment to be retroactive to January 1, 1980. Seconded by Mf. McLean. <br />Motion carreid unanimously. <br />Compensation for Park Board members was considered. It was generally <br />felt this should also include Planning and Zoning Board members. There <br />was discussion on the amount and the method by which this should be <br />considered. Mr. Jaworski moved to table this matter until the January <br />28, 1980 meeting. Seocnded by Mr. Kulaszewicz. Motion carreid uanimously. <br />Mayor Gourley asked that some calls be made to the members of these Board <br />for their ideas, aslo, to check with neighboring communities for their <br />input. <br />Under New Business, Mayor Gourley brought up the final plat for Pine <br />Oaks. Mr. Locher said part is Abstract title and part is Torrence <br />title. Mr. Locher and Mr. Schumacher have not had time to review this <br />plat. Mr. Jaworski moved to table this until January 28, 980. Seconded <br />by Mr. McLean. Motion carried unanimously. <br />Maoyr Gourley asked about the publication of Ordinance #20A. Mr. <br />Schumacher explained this delay was due to the fact of a new legal news- <br />paper. It will published this week along with the one that was passed <br />this evening.' <br />The sewer and water rate review that was recommended by Mr. Schn eider <br />was discussed. Some background work needs to be done in this area before <br />an increase is recommended. This is to insure that the system pays for <br />itself and maintenance does not come from the operating funds. Mr. <br />Schumacher will set a deadline for this consideration at the January <br />28, 1980 meeting. <br />Mayor Gourley read a letter of commendations from Mr. Sheldon Coplin for <br />Officer Clifford Ross for his assistance with a flat tire on a cold night <br />early in Jaurany. This is to be put in the Officer's file and this copy <br />to be posted. <br />Mayor Gourley had a communique from a group asking for aperson to serve <br />as a member of the Citzen Advisory Task Force for the Anoka /Blaine <br />Airport Masterplan. Mr, McLean volunteered to serve on this Board. The <br />first meeting is January 31, 1980 and anticipate 10 meetings at St. <br />Timothy's Church in Blaine. The information was given to Mr. McLean. <br />Mayor Gourley announced a meeting at the State Capitol on January 16, <br />
