February 25, 1980 <br />65 <br />The minutes of February 11, were held until the March 10, 1980 meeting for <br />consideration at that time. Mayor Gourley moved the minutes of February <br />11, 1980 be held until the next meeting. Seconded by Mr. Kulaszewicz. <br />Motion declared passed. <br />Mrs. Elsenpter moved to approve the disbursements as presented. Seconded <br />by Mr. Jaworski. Motion declared passed. <br />There was no comments from the audience. <br />The Council istened to a presentation on the proposed new construction of <br />Rite -Way Waterproffing. The proposed building plans, grade plans and outer <br />construction plans — these plans are fairly complete to include and energy <br />analysis. This is to be a metal building with steel frame and wood studs in <br />the interior. There will be a more extensive discussion of this when it is <br />presented to the Planning adn Zoning Board for approval. The back portion of <br />this land will need to be rezoned and the company will need to apply for a <br />special use permit for construction in this area. Mr. Locher suggested t?is <br />be rezoned to Light Industrial. <br />Mr. Volk presented the bids for the equipment for the new dump truck. Itasca - <br />$12,492.00; Truck Utilities - $14,729.77; Garwood - $16,929.00; MacQueen - <br />$21,479.00. Mr. Volk recommended that the bid from MacQueen be accepted in <br />that this is the only bid that conformed to the specifications. After some <br />extensive discussion, listening to presentations by two of the bidders, Mr. <br />Jaworski moved to accept the MacQueen bid for the equipment. Seconded by <br />Mrs. Elsenpeter. Motion carried uanaimously. <br />IThe Public Hearing on the Peltier View Plat was called to order at 8:25 P.M. <br />Mayor Gourley asked Mr. Schumacher to bring this plat up to date as to the <br />actions that have been taken. Mr. Schumacher noted that the two areas of <br />concern was run -off and on -site septic systems. He asked Mr. Gotwald to pre- <br />sent his report on these problems. <br />Mr. Gotwald read a letter from Mr. Jack McConoha, soils tester, who gave his <br />findings as to the borings he had done on the land. Mr. Gowald discussed the <br />soils types in this plat, noting that the Western part is sand - to the East <br />is Bloomfield fine sand, and Webster fine sands. The water table is between <br />2 to 3 feet down to 5 to 6 feet. Mr. Gotwald determined the water table in <br />the area would be 2 feet for the purpose of elevations and grades. He <br />elt this is a very cautious approach, but the only safe way he could proceed. <br />Mr. Gotwald discussed the amount of ponding required by Rice Creek Watershed <br />Board. He said the average lot elevations is 904. Mr. Gotwald said the fill <br />required on most of these lots is approximately 5' in order to bring these <br />homes at least 4 feet baove the water table. This will be watched closely <br />as the development progresses. <br />The problem of the drainage was discussed including the xistence of drain <br />tile and the fact that the forty acres to the South drains onto this property. <br />Mr. Gotwald said the requirements of the Rice Creek Watershed Board demand <br />that the drainage is such that there will be no change in the amount of water <br />drainage. The ponding msut be so designed to handle the run -off in such a <br />way so as to insure that the run -off will be contained within the ponding area. <br />Mr. Gotwald felt the water table would present a larger problem than the <br />run -off. <br />Mr. Rehbein presented the developer's points on this plat.
