March 24, 1980 <br />71 <br />Their objections were to the pigs, the odors created, and the existence <br />of the other animals. <br />After some discussion, Mayor Gourley felt that this Council should require <br />a special use permit to regulate the number of animals and to regulate the <br />pigs down of none. <br />Mr. Locher felt this was a pre - existing non - conforming use and there was <br />some question as to the pre- existing operations. <br />Mr. McLean moved to provide Mr. Scuhy with a special use application with <br />a letter outlining the reasons why this isneeded and be directed to present <br />this special use permit to this Council within 30 days. Mrs. Elsenpeter <br />seconded the motion. <br />Mr. Nadeau objected to the length of time given to Mr. Suchy to comply. <br />Mr. Jaworski amended the motion to have the special use persented at the <br />next Council meeting on April 14, 1980. Seconded by Mr. McLean. Motion <br />and amendment carried unanimously. <br />Mr. Don Marier appeared before the Council to discuss the matter of 77th <br />Street. Mr. Marier said that 19 feet of the traveled street that is in <br />existence is on his properyt. He also pointed out that there is no survey <br />This was to be done in 1976. Mr. Marier also questioned Mr. Gotwald's <br />preparing the plat and reviewing the same plat. THis would also apply to <br />Shenandoah. <br />Mr. Marier asked the Council to take under advisement with the Attorney <br />as to what is to be done with this street. This is from 9/76 minutes. <br />These minutes sart in 1965 - pages 103,109, 115, 117, 147, 171, There <br />was further action he will bring up at a later date. <br />Mr. Locher noted that if this street has been maintained for a period of <br />six years, this would be considered a cartway and the City would bave a <br />33' easement on either side. <br />Mr. Marier disagreed with this. Mayor Gourley asked Mr. Locher to re- <br />search this and report back at the next Council meeting. <br />The draft of an Ordinance dealing with accessory buildings was discussed. <br />This was explained by Mr. Schumacher. The Council had requested this <br />amendment tobe drafted. This amendment would limit the number and size <br />of accessory buildings in a residential area. <br />There was discussion of the size limit and what is the definition of an <br />accessory building. Several other points were raised. Mayor Gourley <br />felt these could be handled at a public hearing rather than at this meeting. <br />Mr. McLean moved to set a public hearing on this Ordinance amendment for <br />April 14, 1980 at 8:30 P.M. Seconded by Mr. Jaworski. Motion carried <br />unanimously. <br />The final plat of Arbor Lake was considered. There was no one present to <br />represent the developers. This was deferred to later in the agenda. <br />Mr. Volk presented his sketch for City Limit signs together with his <br />proposed locations for the signs. After some discussion, the Council asked <br />that the sign contain just "City of Lino Lakes ". Mr. Volk will get a <br />design and costs and return to the Counci. <br />
