April 14, 1980 <br />77 <br />There was discussion on the boat launch proposed and if the Park Board had <br />considered the plans of Anoka County on the North end of the Lake for such <br />Iand installation. <br />Mr. Jaworski felt a park in that area will increase the problem of having <br />a very narrow street and having encroachment on provate property and he <br />also felt enforcement would be a problem <br />Mayor Gourley moved to approve the preliminary application. Mr. McLean <br />seconded the motion with the provision that this come before the Council <br />before the final application to allow the residents to have a say in the <br />matter. Motion carried with Mrs. Elsenpeter voting, No. <br />The continuation of the Public Hearing on Wollan's Estates was called to <br />order. Mayor Gourley asked that a representative explain this plat. <br />Mr. Kolstad presented a new design for this plat. The lots have been re- <br />aligned. Mr. Schumacher presented the actions on this plat to this date. <br />The street ended in a 'T'. The proposed park land is in the Northwest <br />corner of the plat and a 20' easement 550' long has been shown as access. <br />Mr. McLean questioned the accessability of this park for persons wishing <br />to drive and Mr. Kolstad said this was to be a walk -in park fand felt the <br />Park Board had wanted this park to remain as is with very little, if any. <br />development. <br />III Mr. Schumacher reported that the Park Board had not been concerned with <br />the exact location of the Parkland, just that it would be located some- <br />where in lots 14 and 15. This park would be for both Wollan's Estates and <br />Lino Industrial Park. <br />There was discussion on the development of this park, the need for a road, <br />the cost of the installation of this road, a'suggestion that this remain <br />in the plat and the City take lands abutting the'T'. Mayor Gourley said <br />if the City cannot have park land that is accessable, then the City would <br />be in a better position if they took maney in liey of land. It was also <br />suggested that the City would be satisfied with less than the 10.5 acres <br />and take money for the Industrial Park. There were several suggested al- <br />ternatives to the proposal presented. <br />The lots along Old Highway #8 will remain in the Commercial zone. A re- <br />zoning application must be submitted for the back portion of those lots. <br />Mrs. Shilling said she would stop by the office tomorrow to fill out the <br />necessary forms. <br />Mr. Kulaszewicz moved to continue the hearing on Wollan's Estates to <br />April 28, 1980 at 9:15 P.M. Seconded by Mr. McLean. Motion declared passed. <br />Planning and Zoning Board report was considered. Mr. Schumacher presented <br />the actions taken in reference to Lino Industrial Park explaining this <br />will be platted in three phases. This platting is concerned with 8 lots <br />bordering Lilac and 4th Avenue. This plat meets all the requirements of <br />this City. A preliminary plat has been presented for the complete plat, <br />but only this first phase is to be considered at this time. <br />Mr. Kulaszewicz moved to set a public hearing for May 12, 1980 at 8:30 P.M. <br />Seconded by Mr. Jaworski. Motion declared passed. <br />
