78 <br />April 14, 1980 <br />The application of Mr. George Meadows was continued until the April 28, <br />1980 meeting to allow time for the Council members to take a look at the <br />proposed site for the long driveway. Mayor Gourley moved, Mr. Jaworski <br />seconded. Motion declared passed. <br />The Planning and Zoning Board had suggested that the Council take a look <br />at the Ordinance requirements on driveways with teh suggestion, that since <br />these requests are almost an automatic thing, this requirement should be <br />modified. This is to be put on the April 28, 1980 agenda. <br />The Land and Oaks Plat was considered. Mr. Schumacher presented the actions <br />of the Planning and Zoning Board. There was discussion of the additional <br />footage provided along Main Street for use by the County for the upgrading <br />of Main Street and the providing a service road into these lots. <br />Mr. Gotwald had recommended this plat be returned to Rice Creek Watershed <br />Board for approval of the drainage plan. Mr, Tschida said this has been <br />presented to that Board. <br />The money in lieu of land for Park Funds on this plat computes to $3,000.00. <br />Mr. McLean asked that Mr. Gotwald address the traffic in general and what <br />should be provided for this plat. <br />Mr. Jaworski moved to set a public hearing on the Land and Oaks Plat for May <br />12, 1980 at 9:45 P.M. Seconded by Mr. Kulaszewicz. MOtion declared passed. <br />The Circle Pines Comprehensive Plan and been considered by the Planning and <br />Zoning Board. Mr. Short had made several recommendations as to how this <br />plan would affect Lino Lakes. The Planning and Zoning Board had recommended <br />approval of this plan and recommended tat the Park Board work with the Park <br />planning as set forth in this plan. <br />Mayor Gourley requested that a copy of Mr. Short's review of this plan be <br />provided for each member. This will be dealt with at the next council meeting. <br />There was a five minutes recess. The Lino Lakes Comprehensive Land Use Plan <br />was considered. Mr. Jaworski moved to change NO. 18 on page 46, this deals <br />with the 15% of smaller homes - leave the sentence as is. Mr. McLean felt <br />this dealt with allowing 10,000 square foot lots in the sewered area. Mr. <br />McLean felt this 15% of smaller housing is an experiment and needs to be <br />evaluated before committing to a set figure. <br />Change the word 'shall' to 'may' on page 46 eliminate the last sentence. Mr. <br />Jaworski want to put back in - page 44- <br />Mr. Jaworski moved to eliminate the 15% figure for construction in the sewer - <br />ed area he felt that the land use should be maximized - Mayor Gourley <br />suggested the City 'may' allow a portion - -- John add 'upon the completion <br />of the expermiental evaluation' <br />Mr. Jaworski suggested that'the lands South oftbe Peltier View Plan be <br />changed from Rural Residential. Mayor Gourley suggested that a statement <br />expressing a need for sewer in the Southeast area of the City be included. <br />Mr. McLean felt this is included in a statement that the City Anticipated <br />the need for sewers in taht area by 1990 - this is set forth on page 14. <br />This is included in the statement on the rural residential area. Mayor <br />Gourley felt this area should be pointed out and a statement made to the <br />effect that the need for sewer extensions in this area is expected by 1990. <br />
