April 28, 1980 <br />The matter of the petition to Anoka County to take over 24th Avenue and 81st. <br />Mr. Schumacher had discussed this with Mr. Gotwald and he asked the Council <br />for permission to proceed with this project. <br />Mayor Gourley suggested that Hugo be included in the matter of 24th Avenue. <br />Mr. McLean moved to authorize Mr. Schumacher to initate a petition to Anoka <br />County to take over 24th Avenue and 80th Street. Seconded by Mr. Jaworski. <br />Motion carried unanimoulsy. <br />The Planning and Zoning Board report was considered. <br />Mr. George Meadows' application for a long driveway was considered. Mr. <br />Schumacher reported that this application had been recommended for approval <br />by the Planning and Zoning Board. This driveway is over 1000' long and is <br />necessitated by a low area in the front of the lot. <br />Mayor Gourley questioned the absence of a Certificate of Survey - he wondered <br />why this had been considered without this survey. Mayor Gourley was con- <br />cerned over the possibility of this land being split and the City ending up <br />with a house with only a street easement access. Mayor Gourley asked if there <br />was some way the City could control this manner of splitting land. <br />Mr. Locher felt that this land is not buildable and, if this manner, the City <br />is protected somewhat. There was discussion of the filing of lands in Anoka <br />as long as the parcel contains 22 acres, the County does not check for <br />frontage footage. <br />Mr. Locher suggested filing Ordinance #22 with the County, this sets forth the <br />requirements for obtaining building permits. Mr. Locher suggested that perhaps <br />Anoka County should not file any land splits unless they are approved by the <br />local Clerk's office. <br />Mr. Meadows was told to get a Certificate of Survey and this matter will be <br />put on the agenda for May 12, 1980. Mr. McLean so moved. Seconded by Mr.. <br />Kulaszewicz. Motion carried. <br />Mrs. Mary Goodale appeared before the Council with a special use permit <br />application for welding in a three car garage at 6864 Lakeview Avenue. This <br />has been in operation since t979, August; presently employes 12 persons; hours <br />for 7:00 a.m. to 5:00 p.m.; this shop is located in a residential area; <br />according to ordinances, welding is allowed in a light industrial area. <br />The special use permit application had been signed by all persons within 300 <br />feet of the property. <br />Mr. McLean asked about delivery trucks ans was told that there are deliveries <br />about once every 6 months. He was told that the steel used is picked up on a <br />'as needed basis'; The filtering system for the spray painting was explained; <br />the parking spaces were discussed (there seems to be plently). <br />The matter of the building being adequate for this type of work was questioned. <br />It would seem the building inspector said this building is inadequate for this <br />type of work. <br />Mr. Kulaszewicz moved to table this request until the building is brought up <br />to code.
