Council, Meeting <br />June 16, 1980 <br />Page 2 <br />Mrs. Elsenpeter questioned the kitchen facility requirement and Mayor <br />Gourley said a living unit must have kitchen facilities according to State <br />Building Code. <br />119 <br />Mr. McLean moved to approve the transfer of this License to be effective <br />until July 1, 1980, when the new license will be issued, the Bond to be re- <br />placed by a Bond in the amount of $5,00.00 Living facilities to be completed <br />by July 1, 1980 prior to the issuance of the new license and an administration <br />cost be paid by new owners in the amount of $125.00. Seconded by Mr. Jaworski. <br />Motion carried unanimously. <br />Mr. Marvare told, the Council that he plans to run a clean and trouble free <br />business at thatilocation. <br />The feasibility study on the backup water system as prepared by Carley Eng. <br />was discussed. Mr. Don Carley was present to present their findings and're -= <br />commendations. <br />Mr. Carely present three alternatives: <br />1. A new well to be interconnected with the existing well; <br />2. A new well plus an elevated tank with 100,000 gallon capacity; <br />3. A new well plus an 'elevated tank with the capacity of 750,000 gallons to <br />serve the entire urban service area. <br />Mr. Carley said the proposed location of this overhead tank is not fixed, the <br />plan is completely flexible. <br />The number one proposal would serve approximately 300 homes for the Country <br />Lakes area - for over 300 should consider an elevated tank. <br />number two would serve approximately 600 persons or 300 units; number three <br />would serve approximately 2250 units and Mr. Carley pointed out that the area <br />he had outlined had been computed by using 50 units per 40 acres. <br />There was discussion of perhaps the location of the large elevated tank would <br />interfer with the planes on Rice Lake - the size of the pipes that would be <br />necessary. Mr. Carley felt that the tank would not interfer with the planes <br />and he indicated the size of the pipes could vary depending on the distance <br />from the tank to the area to be served. <br />The general consensus of the Council was to look at a large area in the South- <br />west portion of the City to be served and to consider the 750,000 gallon tank. <br />The location, could be decided at the time the area to be served is considered. <br />Mr. Carley presented some estimated cost figures; <br />proposal no. 1 - 793.00 per lot; proposal No. 2 - 146.00 annually; proposal <br />no. 3 - using acreage - 1550 lots 979.00 per lot - $88.00 annually. <br />According to 'State Law at least 20% of the cost must be assessed. Mr. Carley <br />said if 8d% was assessed and 20% assumed by the City this would compute to a <br />2.0 mil increase on 'the levy. <br />Mrs. Elsenpeter suggested enlarging the area to include the Lexington Park <br />Lakeview area and the Colonial Woods plat. Mayor Gourley said if this area <br />is enlarged to include these areas, then the City must establish an assessment <br />policy that can be applied for any project. This would include methods for <br />assessing the cost of the system - by acreage - use revenue from systems such <br />as imposing a unit charge $250.00 per unit. <br />
