P'a <br />February 9, 1981 <br />Mr. Locher reported on the matter with Northdale Construction. He had met with Ray <br />Payne of the MWCC today and a two week delay had been requested to solve this prob- <br />lem. Mr. Locher presented some background history of this problem. <br />The first item under the Engineer's Report was the discussion of curbs in the Shen- <br />andoah project, bitumous or concrete. There was concern on the putting of bitumous <br />where sewers are already in and in a few years the City must replace - this is <br />costly to the City. <br />Mr. Jaworski moved to require concrete curbs in the Shenandoah 11 project. Seconded <br />by Mr. McLean. Motion carried unanimously. <br />Mayor Gourley asked how this problem could be avoided in the future, and Mr. Locher <br />said Section 13, Ord. 22 would have to be revised. <br />Mayor Gourley moved that Mr. Locher be authorized to take care of this change. Se- <br />conded by Mr. McLean. Motion carried unanimously. <br />On the Andall Street billing, Mr. McLean said he had received a call from Mr. Don Car- <br />ley and he had requested this question be deleted from this agenda and he will get back <br />to the Council in a coulple of weeks. <br />Mr. Jaworski moved to delete this matter from this agenda. Seconded by Mr. McLean. <br />Motion carried unanimously. <br />The Council considered Ord. 656. Mr. McLean questioned the portion that defined <br />'barking dog'. After some discussion on the problem of enforcing this section, Mr. <br />McLean moved to approve Ord. 656, deleting Subd. F. Seconded by Mr. Jaworski. Motion <br />carried unanimously. <br />The next item was a Resolution supporting the Community Development Block Grant appli- <br />cation for improvements in the Lexington Park Lakeview area. Mr. McLean moved to adopt <br />this Resolution. Seconded by Mr. Jaworski. Motion carried unanimously. <br />The next item was the consideration of hiring a police officer. Mr. Schumacher reported <br />that he and Chief Mryhre had spent quite a lot of time on tnis. Advertisements had <br />been run for two months - 62 applications, 32 were licensed, used a State approved test <br />of 150 questions, 19 persons took the tests, the test results and applications were re- <br />viewed and 7 were selected for oral interview, this number was then reduced to 3, and <br />tonight they are recommending Mr. Redberg for the position. Mr. Schumacher gave some <br />of the qualifications of Mr. Redberg. He is employed by the Hennepin Count* Sheriff's <br />Department and would need four weeks before he could begin here. He will be able to <br />begin on March 15, 1981. <br />Mr. McLean moved to approve the recommendation of hiring Mr. Redberg as a full time <br />police officer with a beginnning date of March 15, 1981. Seconded by Mrs. Elsenpeter. <br />Motion carried unanimously. <br />Ordinance #80 was considered. This is concerned with changing the name of F.W.D. Court <br />in Rohavic Oaks to Oakwood Drive. Mr. Vickers has agreed that all costs involved in <br />this change will be paid for by the residents of that Street. Mr. McLean moved to <br />adopt this Ordinance. Seconded by Mrs. Elsenpeter. Motion carried unanimously. <br />The next item on the agenda was the quarterly report by Mr. Kluegel, the Building Of- <br />ficial. Mr. Kluegel reported there had been 105 new homes constructed in 1980. There <br />
