1 <br />1 <br />1 <br />February 23, 1981 <br />� r = <br />Gt.... <br />The Planning and Zoning Report was interrupted to hear Mr. Jon Christenson of the <br />Anoka County Health Department. Mr. Christenson was here to discuss the County's <br />revision of the DNR's wet lands map. Mr. Christenson said they are not asking the <br />Council to approve this map. He was here to present the map and give the Council or <br />any interested citizens the oppurtunity to ask questions or make comments on the re- <br />visions. <br />Mr. Christenson was thanked for his time and information. <br />The Council returned to the Planning and Zoning Board report. <br />Augustine - Rezone. <br />Mr. Augustine had presented a request to rezone a parcel of land of approximately 5 <br />acres located along the East side of I35E abutting the service road. There are plans <br />for the construction of a geodesic building to be used for the construction of geode- <br />sic homes pre -cut kits. The Planning and Zoning had recommended that Mr. Augustine <br />be asked to consider an area other than this since this is ER. <br />There were many questions from the Council on this matter. Mr. Jaworski moved to <br />table and refer to the Planner for his recommendations and to require more informa- <br />tion as to the operation from the developer. Mr. McLean suggested that Mr. Augustine <br />look at an alternative location. The motion was seconded by Mr. Kulaszewicz. Mayor <br />Gourley asked for a more complete description of the operation to include a site plan. <br />The motion carried uannimously. <br />Schubert - Sign Application. <br />There was discussion as to the location of this sign and if there was enough footage <br />between the billboards located in that area. The Planning and Zoning Board had rec- <br />ommended approval of this sign permit. After some discussion, Mr. McLean moved to <br />table this matter until the matter of the distances could be checked. Seconded by <br />Mr. Kulaszewicz. Motion carried unanimously. <br />The Public Hearing on the Rezoning request by Mr. Schilling for the rezoning of lots <br />in Wollan's Estates from R -1 to R -2 was called to order at 9:50 P.M. This hearing <br />had been continued from an earlier date. <br />Mr. Schumacher read a letter from the City's Planner, Mr. Bill Short, that stated <br />the R -2 zoning was consistent with the Comprehensive Plan and he felt this is a <br />good use of the lands since these lots back up to lots that are zoned commercial. <br />The Chair asked for comments from the audience and there was none. <br />Mr. McLean moved to approve the rezoning of Lot 2, Block 1; Lots 1,2,3,4, & 5, Block <br />4, and to authorize Mr. Locher to prepare the necessary Ordinance. Seconded by Mrs. <br />Elsenpeter. Motion carried unanimously. <br />Mr. Jaworski moved to close the hearing at 10:00 P.M. Seconded by Mr. Kulaszewicz. <br />Motion carried unanimously. <br />Mr. McLean presented the name of Mr. Marlin Hansen as a member of the Cable Advis- <br />ory Board. Mr. Kulaszewicz presented the name of Mrs. Carol Arntzen as a member of <br />this Board. Mr. McLean moved to approve these appointments. Seconded by Mr. Jaworski. <br />Motion carried unanimously. <br />
