1 <br />1 <br />March 9, 1981 <br />Mayor Gourley asked if therewas anyone in the audience who had come to speak on <br />the assessments in the Black Duck project and there was none. <br />Mr. Jaworski moved to levy the supplemental assessments and certify to the County. <br />Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. Jaworski moved to close the hearing at 8:20 P.M. Seconded by Mr. McLean. <br />Motion carried unanimously. <br />Mr. Bill Short was present to present additional work required by a letter from the <br />Metropolitan Council in conjunction with the City's Comprehensive Plan. <br />This letter asked for identification of the forested areas of the City and soil <br />types to include gravel deposits; Historical sites and Unique Habitats; Enviornmen- <br />tal Protection Policies; and a Description of the existing City Ordinances for <br />enviornmental protection. This information he presented to the Council in the form <br />of an extra chapter that will be forwarded to the Metropolitan Council to be in- <br />cluded in the City's Comprehensive Plan. <br />Mayor Gourley asked Mr. Short if this Council would be in any violation if they <br />heard this presentation before it was approved by the Planning and Zoning Board <br />and Mr. Short felt that they would not since this action requires review by the <br />Council before it is forwarded to the Metropolitan Council. <br />This addition must have Planning and Zoning Board approval before this <br />action can be taken and Mr. McLean felt it should be approved by that <br />Board before the Council took any action. It was decided that since Mr. <br />Short is present, the Council will hear this presentation. <br />Mr. Short presented a map outlining the areas of forestation and noting <br />the types of trees. He had also identified the areas of soil extraction <br />Under item two, the areas of Historical sites was discussed to include <br />he cemetaries and archaeoligical istes in the area. <br />Mr. Short noted the existence of the Blue Heron Rookery on the North <br />East side of Rice Lake and Mr. McLean noted that this area had been <br />recognized in the process of establishing the limits of the Anoka <br />County Chain of Lakes Park and at this point in time, the City has no <br />control over that park. <br />Mr. Short said the City still controls the lands on the <br />lake and this could have an affect on the rookery. Mr. <br />out that the island in Peltier Lake had been identified <br />area. <br />Mr. Jaworski pointed out that there <br />County Road J and Centerville Road - <br />pointed out the heavily wooded area <br />that had not been noted on the map. <br />West side of the <br />McLean pointed <br />as a wild life <br />is a wild life management area at <br />Mr. Hawkin's property. Mr. McLean <br />in the South East corner of the City <br />Mr. Short will include this. <br />Mr. Short discussed the historical catagories that the County and State <br />are interested in. There are several sites in the Chain of Lakes Park <br />that have archaeological significance but did not want them identified <br />on these maps in order to preserve the sites. <br />
