March 9, 1981 <br />The two sites that are recorded by the Anoka Historical Society are <br />St. Joseph Catholic Church on Elm Street and the Lehmann Home on <br />Birch Street. <br />Mr. Short listed the cemetaries in the City and noted their locations <br />on the map. <br />Mr. Short went through the policies listed for the protection of <br />enviornmental concerns of the City in the areas of wet lands, etc., <br />This is a brief outline of what is contained in existing ordinances <br />of the City that reinforces these policies. Mr. Short asked the <br />Council if they have any additions to this - he would appreciate <br />their comments. <br />Mayor Gourley noted that it is the policy of the City to have pro - <br />fessionals plan the development of the parks in order to preserve <br />as much of the natural amenities of the land as possible. <br />Since this chapter must have approval of the Planning adn Zoning <br />Board, Mr. Short will present this information at the March 18, <br />1981 regular meeting of that Board. <br />MR. BILL MOLIN - SCREENING <br />Mr. Short had inspected the site of the concrete plant and had <br />written a letter of recommendations for the planting of trees and <br />shrubs to effect the desired screening. <br />This matter had been forwarded to the Council by the Planning <br />and Zoning Board with the recommendation that Mr. Molin provide <br />a landscaping design and a bond to insure the completion of this <br />before he will be issued an occupancy permit for the building <br />addition now under construction. <br />Although the recommendations in Mr. Short's letter is a basic plan <br />the Council asked that these recommendations be put into a land- <br />scape drawing noting the number, size, placement and types of trees <br />and shrubs. Mr. Short said he has a copy of the site plan and the <br />information in the letter and could very easily develop into a <br />landscape plan. Mr. Jaworski asked if this could be ready for the <br />March 23, 1981 meeting and Mr. Short said that it could. This plan <br />would give the Council a basis for the amount of the bond that <br />should be posted. <br />Mr. McLean moved to table this until the Council has received a <br />plan and an estimated cost figure on which to base the bond. This <br />matter to be put on the March 23, 1981 agenda. Seconded by Mr. <br />Jaworski. Motion carried unanimously. <br />CONSIDERATION OF THE APPOINTMENTS TO THE PLANNING AND ZONING BOARD <br />Mayor Gourley noted there are four applications in the Council <br />members packets and they have a copy of the fifth one that he <br />received over the weekend. There are two positions opne at this <br />time - Mrs. Schwankl's, whose term expires in 1983 and Mr. Heath's <br />whose termi expires 1981. <br />Mr. Jaworski moved to appoint Larry Swistoski to complete Mr. <br />
