Motion carried <br />unanimously. <br />Mr. McLean moved to appoint Mr. Donald Marier to the term ending in <br />1983. Mayor Gourley called for a second three time, there was none, <br />the motion died for lack of a second. <br />Mrs. Elsenpeter moved to appoint Mr. James Flannery to fill the vacancy <br />left by Mrs. Schwankl. Mr. McLean asked the residential address of <br />Mr. Flannery and was told 1381 Holly Drive. Motion was seconded by Mr. <br />Jaworski. Motion carried with Mr. McLean voting, No. <br />ENGINEER'S REPORT <br />The Army Corps of Engineer Permit for Black Duck Drive was discussed <br />by Mr. Meister. He pointed out the stipulations imposed by the Corps <br />of Engineers. This would include the planting of trees and shrubs near <br />the well house. The number of trees is not included, neither the <br />spacing or size. This would be in the County Open Space - Mr. McLean <br />felt the planting should be the responsibility of the County. <br />Mr. McLean moved to authorize the signing of this application wiht the <br />stipulation that the City will encourage the County to plant the treees <br />and shrubs. Seconded by Mr. Jaworski. Mayor Gourley pointed out this <br />is the responsibility of the City and should ask the Couty to cooperate <br />with the City on this project. Motion carried unanimously. <br />Mayor Gourley declared a consensus of the Council that they under- <br />stood this is the responsibility of the City. <br />ORDINANCE NO. 22B. <br />This Ordinance deals with curbs and gutters - the type and installa- <br />tion. There is to be concrete in areas with sewers or areas where <br />sewers are planned. There was some minor language change in Section <br />C, second line - the words 'or water are' is to be deleted and the <br />word 'is' inserted. Mr. McLean moved to approve the ordinance with <br />the above change. Seconded by Mrs. Elsenpeter. Mayor Gourley asked <br />if there was nay one in the sudience who wished to comment on this <br />ordinance and there was none. Motion carried unanimously. <br />PLANS AND SPECIFICATIONS FOR SHENANDOAH II. <br />Mr. Meister reported that he had reviewed these plans and specifications <br />and found they meet all City requirements. The members of the Council <br />had not seen these plans. Mr. Meister presented the maps and explained <br />the various specifications. <br />Mr. Schumacher pointed out that on this plat there is a street named <br />"Fox Trail" and there is a street in the City already named 'Fox Tail'. <br />This isjust for their information. <br />Mr. Jaworski moved to accept Mr. Meister's recommendations and to <br />approve the plans and specifications as presented.
