March 9, 1981 <br />of $9000.00 to be spent in Country Lakes Park on a parking lot, drink- <br />ing fountain and landscaping and to spend this money for tot lot <br />equipment for Sunrise Park and City Hall Park . Seconded by Mr. <br />Jaworski. Motion carried unanimously. <br />LAWCON GRANT. <br />Mr. Schumacher felt there is very lettle possibility of Federal funds <br />but there will be some State Funds. He felt that the application <br />submitted in 1980 would have been approved on the State level and he <br />felt that it would be worth while to update this application and resubmit <br />this year. <br />The application would be in the amount of $100,000.00 and if it is <br />approved the City would need to match with $50,000.00. <br />Mr. McLean moved to authorize Mr. Schumacher to submit this application. <br />Seconded by Mrs. Elsenpeter. Motion carried unanimously. <br />SEWER PETITION - 77th STREET NORTH <br />Mrs. Elsenpeter moved to accept the petition and table for verification <br />of signatures and front footage. Seconded by Mr. MCLean. Motion <br />carried unanimously. <br />USE OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS. <br />Mr. Schumacher reported on the amount that will be available to the <br />City. The figure of approximately $47,000.00 to be used for low and <br />moderate income families, will be allocated to this City. <br />This is the result of actions of a committee appointed to review all <br />applications received from the five Cities of Circle Pines, Lexington, <br />Spring Lake Park, Lino Lakes and Centerville. No one application was <br />approved - the money is to be allocated per an existing formula. <br />Mrs. Elsenpeter moved to use this money to assist the qualifying <br />residents who live along Lake Drive to pay for the proposed sewer <br />for that area. Seconded by Mr. Jaworski. <br />Mr. McLean questioned the allocation of this money to a project that <br />has not been approved - if this project is not accepted, does the City <br />then lose these funds? Mr. Schumacher said, Yes. Mr. McLean suggested <br />having an alternative proposeal. <br />There was discussion of the possibility of using this money for the <br />development of a park - the criteria that must be met in order to <br />qualify for this use - and the monies that already have been allocated <br />for the updating of the parks. <br />Mrs. Elsenpeter felt that, even though the Lake Drive proposal has not <br />been approved, this petition is based on a solid base in that the <br />majority of the frontage is owned by the petitioners. Mrs. Elsenpeter <br />said the amount remaining from the Lake Drive porposal could be used <br />for housing rehabilitation. <br />Mr. Schumacher pointed out that if the Lake Drive sewer project fails, <br />then the City will lose the funds. <br />
