2,66 March 9, 1981 <br />Mrs. Elsenpeter asked, if y the 18th of March does this City have to <br />have awarded the bids for the Lake Drive Sewer project? Mr. Schumacher <br />said he wasn't sure, but he would check it out with the Consultant. <br />On voting on the motion, the motion passed with Mr. MCLean voting, No. <br />1981 CAPITAL IMPROVEMENT PROGRAM <br />Mr. Schumacher pointed out under the Fire Department there are no <br />allocations. There is an extensive Fire Fighting Service Study he <br />would like them to review before this is considered. <br />The proposed street improvements were discussed with Mr. Volk making <br />note of the fact that the cost figures are his estimates and he did <br />not know how accurate they are. <br />Mr. Schumacher felt that the Council should take time to review this <br />material and ste a time for discussion. Mr. McLean felt that a special <br />meeting should be set for consideration of this program, and the Fire <br />Service Study. <br />The Council will study these two documents and set a special meeting <br />at the next Council meeting for their consideration. <br />SALARY ADJUSTEMENTS <br />The first one to be considered was the Aministrator's. Mayor Gourley <br />reported that the Ways and Means Committee had met for over two hours <br />and thisis the recommendation that had come out of that meeting. <br />Mr. McLean questioned the objectives in that they were not specific. <br />Mr. McLean suggested that he meet with Mr. Schumacher and with his <br />cooperation, develop the specific areas, then develop the salary in- <br />crease at the same time. <br />After some discussion, and since the salary increase is retroactive, <br />Mr. Jaworski moved to table until the items discussed are cleared. Mr. <br />McLean seconded. Aye. Mayor Gourely said he refused to call a special <br />meeting on this sence the three other Council members had already met. <br />Mr. Jaworski moved to adopt the salary increase propsoed for the Clerk - <br />Treasurer. Seconded by Mrs. Elsenpeter. The Clerk asked what the <br />proposal was? The Clerk was asked if she had a copy of the proposal <br />and she said she did not. Mayor Gourley asked Mr. Schumacher if he <br />had given her a copy and he said, No. Mrs. Elsenpeter said it was her <br />understanding that the City Administrator was to go over this with the <br />Clerk before they made a decision. Mr. Schumacher said he did go over <br />it with the Clerk. Mayor Gourley moved to table this until the Clerk <br />has received a copy of the proposal. Seconded by Mr. McLean. Motion <br />carried. <br />The next salary to be considered was that of the Assessor. Mayor <br />Gourley felt that the records should be kept in the City Hall and a <br />certain amount of work should be done in the City offices. He would <br />recommend that those records be kept in City Hall and that some <br />arrangements be made for a certain amount of time be spent at City <br />Hall. He said he would not recommend what percentage of her time <br />should be spent at the office - this would be an tiem that would have <br />to worked out with the Assessor. <br />
