Amended Comprehensive Land Use PLan - Dennis Erickson - <br />Mr. Kluegel explained that Mr. Erickson has purchased land <br />adjoining Birch Street just south of Black Duck Drive. He <br />plans to develop the area into single family homes and extend <br />municipal services across Birch Street from Black Duck Drive. <br />This land is presently zoned ER and is not included in the <br />Urban Sewer Service District. The first step in this process <br />is to change the MUSA line to include this property. This <br />would required the approval of the Metropolitan Council and <br />the request for the change would have to come from the City. <br />The Planning and Zoning Board has tabled all Mr. Erickson's <br />requests until the Task Force has had the opportunity to research <br />the growth needs of the City particularly the zoning density. <br />This request will have to go through every hurdle possible <br />therefore Mr. Erickson would like to start the process rather <br />than waiting until May as the P & Z Board has indicated. <br />Mr. Reinert said the Council should honor the P & Z Board's <br />position and asked why this is being considered at this time. <br />Mr. Kluegel explained Mr. Erickson has the privilege of pursu- <br />ing the matter to a higher body and the comprehensive land <br />use amendment must be initiated by the Council, not the P <br />& Z Board. Mr. Davidson comment the Metropolitan Council <br />is trying to hold to the 1990 lines as far as services are <br />concerned. Cities who wish to add areas to their urban service <br />areas will have to show they do not have five years of available <br />growth with sewer availability or are asked to mitigate the <br />urban service areas. <br />Mr. Bisel was concerned about the P & Z Board time table and <br />asked how long it might be before he could anticipate any <br />type of development. Mayor Benson said possibly next spring. <br />Mr. Ficocello, representing Erickson Homes Builders told the <br />Council that there are many agencies that must consider this <br />plat and asked if there were an approach that could be taken <br />so that he could start approaching the other agencies. Mayor <br />Benson said at this point he was not sure he could take a <br />position on this matter. Mr. Reinert noted that if Erickson <br />Homes Buildings plan to obtain their water supply from the <br />municipal well, there will have to be additional consideration <br />given to a backup well and water storage. <br />Mr. Marier moved to follow the P & Z Board's recommendation <br />and then recommend to them that they handle this matter as <br />soon as possible in their final decision making process and <br />bring their recommendation to the Council. Mr. Reinert seconded <br />the motion. Motion carried unanimously. <br />D. Bob Doocy - Mr_ Doocy appeared before the Council to tell <br />the Council the P & Z Board is not in favor of the Council's <br />decision to advertise for a different City Planner as stated . <br />in their February minutes.
