014 <br />COUNCIL MEETING <br />February 24, 1986 <br />Page Fourteen <br />B. Circle Pines Joint Water Services Agreement - Mr. Toddie <br />explained Circle Pines has expressed interest in pursuing <br />a joint powers agreement and he presented the Council a draft <br />agreement which he had completed for their review. <br />Since the draft was received in the office today, Mr. Schumacher <br />asked that Mr. Volk and the City Council take some time to <br />review it. <br />Mr. Marier moved to table consideration of this item so that <br />Mr. Volk and the City Attorney have time to review the document <br />and place this item on the March 10, 1986 agenda. Mr. Bohjanen <br />seconded the motion. Motion carried unanimously. <br />C. 80th Street MSA Bridge Funding Mr. Toddie told the Council <br />that the bridge has been approved for replacement funding <br />however there are no funds in the Minnesota Department of <br />Transportation Bridge Bonding Funds. This session of the <br />legislature is currently working on the Bridge Bonding Bill <br />and MnDOT expects the bill to be passed and there will be <br />funds for this project. The demolition of the old bridge <br />and the engineering will not be covered by the bridge bond <br />funding but can be covered by the Lino Lakes MSA state aid <br />funds. <br />The 80th Street reconstruction project is contingent on the <br />bridge replacement and obtaining the proper right -of -way. <br />The joint powers agreeement statcs that Anoka County is to <br />provide to the City a right -of -way map. This has not yet <br />been done. Mr. Toddie will contact Mr. John Olson at the <br />Anoka County Highway Department to get more specific right -of <br />-way information. Mayor Benson asked Mr. Toddie to keep the <br />Council updated on this matter. <br />Mr. Toddie said that a preliminary plan will have to be <br />prepared for the bridge at Hardwood Creek. The costs of preparing <br />the engineering plans can then be determined. The preliminary <br />plans then must be given to MnDOT for their approval and then <br />the final plans have to be prepared and submitted to MnDOT. <br />When the plans are completed and accepted, they are placed <br />on the shelf to await funding. <br />Mr. Schumacher had talked to County Commissioner Langfeld <br />who said she did not see any reason to delay this project <br />and get in touch with the Anoka County Highway Department. <br />Mr. Olson has contacted Mr. Toddie and indicated the project <br />would be completed in 1987. <br />Mr. Marier moved to have the City Engineer prepare preliminary <br />plans for this project. Mr. Bisel seconded the motion. Motion <br />carried unanimously. <br />
