Municipal Amicus Program - This is a program sponsored by <br />the League of Minnesota Cities to file friend of the court <br />briefs on litigation involving cities and taking the side <br />that would be of benefit to the City. The cost would be $250.00 <br />per year and Mr. Hawkins recommended this City be involved <br />for one year and see what type of cases they become involved <br />in and then make a determination at the end of the year if <br />the City wishes to continue the program or not. <br />Mr. Bohjanen moved to accept Mr. Hawkins) recommendation. <br />Mr. Reinert seconded the motion. Motion carried unanimously. <br />B. Centennial School District Proposal Regarding Park Property <br />Mr. Schumacher explained the Park Board has been discussing <br />an east side park and Mr. Ray Johnson has suggested that the <br />City lease a forty -acre parcel owned by Centennial School <br />District located on Birch Street just north of Joyer Lane <br />and use it for a temporary park. Mr. Tester, Business Manager <br />at Centennial Schools has been contacted and Mr. Hawkins is <br />preparing a rough contract for the Council to consider. Mr. <br />Tester has indicated this property will not be used by the <br />School District for the next 10 -12 years and the Park Board <br />felt this would temporarily satisfy the need for an east <br />side park. <br />Mr. Bisel asked what would this city's responsibility be. <br />Mr. Schumacher said the liability aspect is being checked <br />by Mr. Hawkins as far as equipment is concerned, the only <br />equipment installed would be of a variety that could easily <br />be removed. Mayor Benson noted that possibly the five -year <br />capital improvement plan would have to be modified and felt <br />more information would be needed before any final decision <br />could be made. Mr. Hawkins noted that this would have to <br />be added to the City's insurance policy. <br />Mayor Benson asked that Mr. Schumacher work with Mr. Hawkins <br />and pass their information on to the Park Board. <br />C. Charitable Gambling Licens - St. Joseph's Catholic Church <br />- Since there has been no problem with this license in the <br />past, Mr. Hawkins said there is no reason for the Council <br />to oppose their efforts to renew the license. No Council <br />action was necessary. <br />D. Liquor License Request, Frankie's on the Lake (Maudies) - <br />An application for a liquor license has been received, the <br />Chief of Police has completed his investigation which indicates <br />there are no problems which conflict with the City Ordinances <br />and a letter has been received from the applicant's insurance <br />company indicating insurance has been secured and a bond has <br />been applied for. Mr. Hawkins said the Council could approve <br />the license contingent that the City Clerk receive the insur- <br />ance certificate'and band prior to issuing the license. <br />
