1 <br />017 <br />COUNCIL MEETING <br />February 24, 1986 <br />Page Seventeen <br />CONSIDERATION OF APPOINTING JOINT LAW ENFORCEMENT COUNCIL REPRESENTATIVE <br />Mr. Schumacher explained this body meets three or four times a <br />year and Mr. Vernon Swanson has been Lino Lakes' representative <br />along with Chief Campbell. Mr. Swanson has resigned because of <br />his health and Chief Campbell has recommended the Council appoint <br />Mr. Andy Neal to this position. <br />Mr. Reinert felt in keeping with the consistency with past appointments, <br />it would be appropriate to advertise the position. Mr. Reinert <br />moved to offer the opportunity to any interested citizens of this <br />community and advertise for candidates and keep Mr. Neal's applica- <br />tion in mind. Mr. Marier seconded the motion. Motion carried <br />unanimously. <br />CONSIDERATION OF APPOINTING A CENTENNIAL EDUCATION COMMITTEE MEMBER <br />This position was advertised in the local papers. One application <br />was received today from Ms. Carol Currie and a recommendation that <br />Ms. Jeanne Goldade be appointed since she is already on the committee. <br />Ms. Goldade had indicated she would be available for the position. <br />Mr. Marier moved to appoint Mrs. Goldade to the Centennial Community <br />Education Committee. Mr. Bohjanen seconded the motion. Motion <br />carried unanimously. <br />1 <br />OLD BUSINESS <br />A. Mayor Benson's Memorandum Regarding Agenda Format - Mayor <br />Benson explained the purpose of the memorandum and asked that <br />the Administrator be made aware of each agenda item that is <br />to be considered and give the Administrator documentation <br />regarding the item. <br />Mr. Bisel had problem with the paragraph which indicated that <br />a four fifths vote is necessary in order to take action on <br />the issue. Mayor Benson said it has been the policy of this <br />Council to not vote on any action that has been brought up <br />where there is not an agreement for the Council members to <br />bring it up. There is no City policy requiring a four - fifths <br />vote. <br />Mr. Marier said Roberts Rules of Order cannot be circumvented. <br />He said he respected Mayor Benson's position, but did not <br />want to be tied down to not being able to initiate a motion <br />that might stem from some discussion the Council had. <br />Mayor Benson said his memorandum does not say a motion could <br />not be presented, only that in order to consider it four - fifths <br />of the council should agree to the consideration. <br />
