009 <br />COUNCIL MEETING <br />February 24, 1986 <br />Page Nine <br />IIIconflict of interest were to arise she would remove herself from that <br />discussion. the major planning issue is to develop an orderly, <br />systematic pattern of growth in order to lay a good foundation <br />for the future. She would like to have a part in making this <br />a good community in which to live. As long as all the Planning <br />and Zoning members are interested in securing a bright future <br />for Lino Lakes, she would have no problem relating to the <br />other board members. She would like to become a part of the <br />City and the growth of Lino Lakes and has some expertise that <br />could be of value to the Board. <br />Mr. Marier moved to appoint Arlene Averbeck to the Planning and Zoning <br />Board. Mr. Reinert seconded the motion. Motion carried with <br />Mr. Bohjanen voting no. <br />Mr. Bohjanen moved to appoint Pat Sorenson to the Planning and Zoning <br />Board. Mr. Bisel seconded the motion. Motion failed. <br />Mr. Reinert moved to appoint Cherly Nelson to the Planning & Zoning <br />Board. Mr. Bisel seconded the motion. Motion carried with Mr. <br />Marier voting no. <br />Mayor Benson told Ms. Nelson and Ms. Averbeck that informational <br />packets will be sent to them shortly. He thanked all the applicants <br />for their interest in these positions. <br />CONSIDERATION OF GERALD REHBEIN'S PROPOSAL FOR DONATING PARK PROPERTY <br />Mr. Schumacher explained that Mr. Rehbein is looking for concept <br />approval to develop a 16 -acre parcel in the southeastern portion <br />of Lino Lakes for a city park. The development would include excavating <br />the area and filling it with lime by- products from St. Paul and <br />Minneapolis and proving native covering to allow establishment <br />of a park. He has presented the concept to the Park Board who <br />has endorsed the project. There will be a number of permits required <br />from various state and county agencies. <br />Mr. Mike Granger was present to represent Mr. Rehbein. He explained <br />some of the permits that would be required. <br />Mayor Benson asked if the Park Board felt this proposal would fit <br />the needs for a part on the east side of the City. Mr. Bohjanen <br />said yes, but their main concern was the effect on the water table. <br />�.:r. Granger said there are strict guide lines to follow and much <br />preparation to be done. At this time Mr. Rehbein is just looking <br />for concept approval before he invests any further in the property. <br />Mr. Marier was concerned that this proposed location is low land <br />Iand not suitable for park land. He felt this proposal was premature <br />since Planning and Zining has not reviewed it. Mr. Bisel was concerned <br />about the material proposed for fill. Mr. Granger explained that <br />the material is a by- product of treating drinking water in St. <br />Paul and Minneapolis. <br />
