IMr. Marier moved to appoint Andy Neal as alternate citizen represen- <br />tative. Mr. Bohjanen seconded the motion. Motion carried with Mr. <br />Reinert voting no. <br />COUNCIL MEETING <br />March 10, 1986 <br />Page Three <br />Mayor Benson said some basic guidelines have been set for this <br />Committee. <br />Mr. Schumacher has not yet found a utility representative, but will <br />be presenting more information to the Committee and will let the <br />Committee interview the candidates and make a recommendation to the <br />Council. <br />Mr. Marier has received a request from Mr. Gibas to hold the Joint <br />Committee Negotiating Meetings in the new Anoka County Library: <br />Mayor Benson said he had no problem with this. <br />Mr. Schumacher has received a letter from Mr. Gibas and asked if <br />Lino Lakes will be meeting with the Circle Pines Gas Utilities Comm- <br />ission or with their negotiating team. Mr. Marier said the first <br />meeting may be with the Circle Pines Gas Commission because Mr. Gibas <br />feels the Commission has the direct responsibility for the utility <br />and the Circle Pines' Council is secondary. He felt the Circle Pines' <br />negotiating Committee should be there as well. <br />IMayor Benson felt both the Commission and the Utility Negotiation <br />Committee should be at this first meeting. <br />Mayor Benson asked that a letter be sent to the Circle Pines' City <br />Council with a copy to the Utility Commission letting them know <br />Lino Lakes is prepared to set the date for the initial meeting. <br />Mr. Marier said there is a problem in getting a committment to pro- <br />vide gas to the Rice Lake Estates area. Mayor Benson said they <br />have been told twice that they are to serve this area. Mr. Marier <br />said they have a question regarding capital outlay and are concerned <br />with running their lines into Lino Lakes. Mr. Marier said he has <br />informed Mr. Gibas that the Circle Pines' Gas Commission has some <br />responsibility to serve that area once the franchise has been gran- <br />ted and Lino Lakes has done that twice. <br />CONSIDERATION OF THE RECOMMENDATIONS SUBMITTED BY JAN APITZ FOR THE <br />ESTABLISHMENT OF THE POLICE SERVICE REVIEW BOARD <br />Mr. Schumacher said the first question should be is there a need <br />for a Board such as this? <br />IMr. Reinert said this recommendation for a Review Board appears to <br />be a lighter approach than a Commission. He felt this may be the <br />way to go to see what service is obtained from it. He personally <br />saw nothing wrong with citizens playing a review role. Mr. Schu- <br />macher said the way Ms. Apitz has it laid out it would be a low key <br />
