Mr. Reinert said the Police Department is probably <br />the most visable aspect of this City and probably receives the most <br />complaints and felt the citizens are more willing to serve in the <br />capacity of a review board. He felt the concept was good, but the <br />prospective board should be made aware there are some things in <br />which they could not involve themselves. <br />Mr. Bisel was concerned that Centerville might feel that a Police <br />Advisory Board may usurp their control over their police service. <br />Mayor L'Allier from Centerville was in the audience with two Center- <br />ville Council members. He told the Council it was a good idea and <br />could provide some checks and balances and possibly act as a fact <br />finding board. <br />Mr. Bohjanen asked Mayor L'Allier if he felt he did not have an open <br />street to the Police Chief to discuss problems. Mayor L'Allier said <br />he has not had the contact with Chief Campbell as he had with Chief <br />Myhre, but there seems to be a lot of problems in Centerville. How - <br />ever, he felt the line of communications are open. <br />Mr. Reinert noted that this is a Charter City and felt that this set <br />the tone for more citizen involvement and said the Charter should be <br />reviewed and how it might affect this situation. <br />Mr. Marier said he agreed with the concept, however he did have prob- <br />lems with some of the aspects of the proposal. He indicated that <br />this Council has asked citizens to participate as volunteers and <br />felt this should continue. He asked that time be taken to study <br />this proposal and make a recommendation at the next Council Meeting. <br />Mr. Reinert moved to adopt the concept of a Police Citizens Review <br />Board. He said this presentation tonight is only a suggested format <br />and believes that the Council would have input on how the Review <br />Board is to be structured. <br />Mr. Marier had a question.on how the Committee should be formed. Mr. <br />Reinert suggested the Council give their ideas to Ms. Apitz and she <br />could take them and put them together and bring it back to the Coun- <br />cil for their review and approval. The Council and the City Admin- <br />istrator should see that the proposal fits into all City structures <br />and regulations prior to Council approval. He reiterated that his <br />motion was only for approval of the concept not the structure. <br />The motion died for a lack of a second. Mr. Reinert said it was too <br />bad this City does not listen to the citizens of this community when <br />they bring forth an idea or at least consider their proposal. <br />1 <br />1 <br />
