It was determined that this is what is normally <br />used at golf driving ranges and Mr. Tritten said that if after <br />several years it appears this will be a profitable situation <br />and he is able to purchase the land from Mr. Lundgren he will <br />install a septic system. Mr. Kluegel has checked with PCA and <br />they felt satellites are acceptable. <br />Mr. Marier moved to approve the recommendations of the Planning <br />and Zoning Board and approved the Site and Building Plan Review <br />for Mr. Tritten. Mr. Bisel seconded the motion. Motion carried <br />unanimously. <br />Mr. Kluegel reported that Mr. Swistowski has removed his sign and <br />Mr. Roland Ford is progressing in cleaning up his property. <br />ENGINEER'S REPORT - BOB TODDIE <br />A. Feasibility Study for Ulmer's Rice Lake 4th Addition. Mr. <br />Toddie has completed the feasibility study for this project. He <br />noted that part of the project is construction of trunk water <br />mains and sewer mains that interfaces with the Rice Lake Estates <br />project. These mains are designed to service the entire area of <br />approximately 500 acres. Based on the figures presented in the <br />written report, Mr. Toddie deems the project to be feasible. <br />Mr. Toddie is proposing that a portion of the project not be <br />assessed against Mr. Ulmer since the project is designed to ser- <br />vice an area larger than Mr. Ulmer's plat. This portion could <br />be deferred or financed by connection charges. If the total <br />cost were to be levied against Ulmers 4th Addition the project <br />may not be feasible. <br />Mr. Davidson concurred with Mr. Toddie and noted that this project <br />differs from the Rice Lake Estate project because the Rice Lake <br />Estate project was at a dead end area whereas Mr. Ulmers subdivision <br />is at the beginning of the area to be served. <br />B. Accepting Feasibility Report and Authorizing Plans and <br />Specifications - Resolution No. 86 - 07., Mayor Benson told the <br />Council that if the Ulmer's Rice Lake Addition #4 plat is approved <br />on April 14, 1986 plans and specifications can be approved at <br />that time as well as the Resolution. <br />C. Consideration and Approval of Circle Pines Joint Water Service <br />Agreement. Mr. Toddie had prepared a revision of this draft to <br />include language that Mr. Volk has suggested regarding contaminated <br />wells. Mr. Toddle has not received a proposal draft from Circle <br />Pines. <br />
