1 <br />1 <br />1 <br />COUNCIL MEELING <br />May 27, 1986 <br />Page Twelve <br />Mr. Schumacher explained that he has -requested-from-Metropolitan - <br />Council the procedures for filing intent to change the Lino Lakes <br />Comprehensive Land Use Plan. The Planning and Zoning Board did <br />not want to delay the Erickson plat longer than necessary and have <br />requested the Council set the necessary public hearings to speed <br />the process. The Planning and Zoning Board moved to recommend <br />approval of the rezone because it appears that the proposed loca- <br />tion of the plat is a logical extension of the MUSA line being it <br />is adjacent to the existing MUSA line. <br />Mr. Reinert felt the planners recommendations on this plat were <br />vague and did not present enough facts. <br />Mr. Bisel said the Planning and Zoning Boards feels pressure is <br />coming to develop the southern portion of Lino Lakes. The Board <br />looked at this request now because of availability of services. <br />Mr. Reinert said it looks like a shot in the dark. The Council <br />should wait to see what Metropolitan Council says about spot de- <br />velopment. <br />Mr. Toddie explained, Ray Odie of Metro Waste Control, indicated <br />that the MUSA line can be changed but for every addition there <br />would have to be a like deletion in the MUSA boundary. As of now <br />Metropolitan Council is proposing that the 1990 service boundary <br />be the year 2000 boundary. <br />Mayor Benson suggested the Council meet with the Planning and <br />Zoning Board at their June 4, 1986 Meeting and discuss with them <br />the fact that the Council needs to be better informed. Also, <br />the Council feels that the Planning and Zoning Board has not ad- <br />dressed the urban service district as fully as it should. <br />Mr. Bohjanen moved to send the request for public hearings back <br />to the Planning and Zoning Board to determine if the request fit <br />into the Comprehensive Plan and address the trade off in the ur- <br />ban service district. Mr. Marier seconded the motion. Motion <br />carried unanimously. <br />D. Roland Ford Update - Mr. Kluegel told the Council Mr. Ford has <br />now complied with the court order but would like to stress to him <br />his concern regarding hauling in more junk in the future. <br />Mayor Benson commented Mr. Kluegel for his followup on this matter. <br />Mr. Marier moved to have Mr. Kluegel write to Mr. Ford and explain <br />the City will not allow any more accumulation of junk on the prop- <br />erty and return Mr. Ford's $4,000.00 deposit. Mr. Bohjanen sec- <br />onded the motion. Motion carried unanimously. <br />101 <br />
