Mr. Bohjanen seconded the motion. Motion car- <br />ried unanimously. <br />OLD BUSINESS <br />A. Utility Progress Report. Mr. Marier said presently that the <br />Lino Lakes Negotiating Committee has a draft from the Circle Pines <br />Negotiating Committee and this will be reviewed on Friday at 1:00 <br />P.M. <br />B. Receipt of Letter from the Chief of Police. Mayor Benson noted <br />a letter regarding an emergency. There was documentation from the <br />Police Chief and the Fire Chief on this situation. <br />C. Sale of Black Duck Lots. Mr. Schumacher noted that bids were <br />received on the Black Duck lots three months ago and he is having <br />a problem getting the high bidder to close on the lots. This bid- <br />der would like to use the City as a lever to expand the fill area <br />allowed by the DNR. <br />Mr. Schumacher asked for authorization to rebid these lots since <br />he has sent two letters to the high bidder requesting a closing on <br />the lots or the City will advertise them for sale again. <br />Mr. Marier moved that after proper notification to the high bidder <br />the Black Duck lots be advertised for sale to the highest bidders <br />and have the administrator review the advertising with the City <br />Attorney for proper form. Mr. Bohjanen seconded the motion. Mo- <br />tion carried unanimously. <br />NEW BUSINESS <br />A. League of Minnesota Cities Legislative Report - Mayor Benson has <br />brought some brochures from the meeting that may be of interest to <br />all the Council. One deals with the sky rocketing costs of insur- <br />ance and one with an equipment loan program. <br />Mayor Benson felt one area of the conference dealing with the role <br />of the Council, strengthening the Council and strategic planning <br />was most important. One program dealt with directing more re- <br />sponsibility to the City Administrator. For instance, rather than <br />ask department heads for information, ask the City Administrator <br />to get the information from the department head. This idea makes <br />the City Administrator responsible and puts this chain of command <br />in place. There was information on developing strategies and a <br />chain of command. The City budget was used as an example on how <br />this chain of command could work. <br />127 <br />
