124 <br />JNCIL MEETING <br />ae 23, 1986 <br />ge Eight <br />Mr. Schumacher noted that the City Attorney, Volk and Mr. <br />Schumacher have reviewed this document and it has been approved <br />by the City of Circle Pines as well. <br />Mr. Marier moved to approve the Joint Usage Water Facilities. Mr. <br />Bisel seconded the motion. Motion carried unanimously. <br />PARK BOARD REPORT <br />A. Application for Park Board Member - A letter of application for <br />the Park Board position vacated by Joseph Sacco was received from <br />Kim James of 7547 Patti Drive. Mr. Marier noted it was a very good <br />letter and moved to appoint her to the vacant position. Mr. Boh- <br />janen seconded the position. Motion carried unanimously. <br />B. Quotations for Playground Equipment for Arena Acres and Lino <br />Lakes - Mr. Bohjanen moved to table this item until the next meeting. <br />Mr. Bisel seconded the motion. Motion carried unanimously. <br />ENGINEER'S REPORT - RON STALLBERG <br />A. Consideration of Bids for Rice Lake Estates Well - Mr. Stallber; <br />explained bids for the well had been opened at 10:00 A.M. today. <br />The apparent low bid was Layne - Western Company. However, a bid <br />had been received in the Clerk's office and misplaced and was not <br />opened at the same time as the other bids. This bid was located <br />and is from Layne Minnesota. They are the second low bid. <br />Mr. Stallberg told the Council that Layne- Western Company is not a <br />licensed well driller in Minnesota and does not have a record of <br />drilling wells in this area. Because they are not experienced in <br />this area he would recommend that their bid be discarded. <br />Mr. Bisel moved to accept the recommendation of the City Engineer <br />and award the bid to Layne Minnesota for the sum of $83,740 for <br />the well at Rice Lake Estates. Mr. Marier seconded the motion. <br />Motion carried unanimously. <br />B. Progress Report - Rice Lake Estates - Mark Kasma - Mr. Kasma <br />told the Council that work on Rice Lake Estates is near completion. <br />Curbs and gutters will be installed next week. There is still a <br />lot to be done outside of the project. <br />C. Petition from Orange Street Residents for Street Curbs - Bob <br />Toddie has prepared a feasibility report which indicates curbs would <br />help alleviate the runoff problem in this area. However, during <br />heavy rains there would still be some overtapping of the curbs. <br />He also suggested the curbing run the entire length of the street <br />to the new section which already has curbs. <br />
