COUNCIL MEETING <br />July 28, 1986 <br />Page Twelve <br />ENGINEER'S REPORT - RON STALLBERG <br />A. West Shadow Lake Drive Feasibility Report - Resolution #20 -86 - <br />Mr. Stallberg presented a map to the Council indicating a different <br />alignment for West Shadow Lake Drive in the area where the creek <br />runs under the road. He also explained regardless of where the <br />road is placed soil borings would be needed to determine how much <br />fill is needed. He asked for Council approval of the alignment. <br />Mr. Davidson told the Council that their hydraulics department will <br />study what effect the lake will have on determining what type of <br />bridge construction is needed. He asked the Council to consider <br />whether or not there will be canoe traffic under the new bridge. <br />A bridge structure as opposed to a large culvert could cost three <br />times as much as the culvert. <br />There was a question as to why the road was being realigned. Mr. <br />Stallberg explained that this is a proposed state aid road and <br />state aid funds would pay for the reconstruction. Therefore, the <br />road must meet state aid standards. The curve in the road south of <br />the bridge would not meet state aid specifications. <br />Mr. Schumacher noted that RCWD is doing a study to develop control <br />of the waters in and out of Reshanau Lake. He asked Mr. Stallberg <br />to correlate his study with the RCWD study. Mr. Stallberg also <br />noted a DNR permit would be required if the project goes forward. <br />Mr. Marier said that he understood this project was to correct the <br />problem of water flooding the street not to construct a whole new <br />roadway. Mr. Davidson explained if the City planned to use state <br />aid funds to correct the problem, the project must meet state aid <br />standards which would require some realignment of the road as well <br />as obtaining additional right -of -way and providing an adequate open- <br />ing for water to flow. This will also require review by the state <br />aid department. <br />Mr. Marier was concerned about the time involved to complete the <br />reconstruction so that flooding would not occur again in the spring. <br />There was further discussion regarding the portion of road to be <br />reconstructed. Mayor Benson asked that the area of reconstruction <br />be determined so that it would follow the existing roadbeds as <br />closely as possible. He also requested the estimated cost. Mr. <br />Stallberg said he would proceed on the soils work. <br />Mr. Volk had completed a traffic count on this street during the <br />time the golf course was closed. He will be doing another traffic <br />count now that the golf course has been reopened to determine the <br />effect of golf course traffic on this area. He proposed asking <br />the County for assistance in upgrading the road. <br />1 <br />1 <br />1 <br />
